The pathway to editing these settings is: Steam --> Steamapps --> Common --> X-com-Enemy-Unkown --> XEW --> XComGame --> Config --> DefaultGameCore

Finding the related coding

Using the Ctrl F tool, search: ; Facilities. Below should be a list of the facility names with icost, imaintinance, iTime etc.

Edit those values to change material and or money costs, build time, amount of engineers needed etc.
