If this also does not work you could flatten the terrain before building the U-highway City Exit asset - or - you can partialy rebuild the tunnels.

This could happen if the terrain is not flat enough. An easy solution is to remove the ground level roads which are starting at the circle, than connect the underground tunnels, than rebuilt/connect the ground level roads.

When I try to connect highways to this, it builds tunnel entrances and then I cannot build the ground level roadway over them.
