2. I am almost ready to publish my map, will the portal items need to be packed for them to publish? I used to use pakrat for packing custom items in the old hammer for Portal 2. Not sure what the equivalent is now.
3. Are there any guides or tutorials for publishing or for using the Portal items in general? I found I could get some of your Portal items to work but not others.

This is the most different experience of any mod so far, a must for any portal fan.
Are you actually loading in to the level? Or are you just launching Half-Life Alyx's campaign..?
This doesn't magically turn HLA into Portal, you need to enable the addon, then start a new game and select Add-on content next to "original game" and it will list all the available custom levels. Scroll until you find the ApertureVR one, you'll want to start at Chamber 1.
