BOI (The Board of Investment of Thailand) emphasizes promoting EVs to push Thailand into a world automotive base, highlighting 5 measures to support the automotive and parts industry. 1. Measures to promote investment to upgrade the automotive industry (BOI Announcement No. 2/2023 dated 12 December 2023) to encourage car manufacturers to make additional investments in introducing automation or robots to improve production efficiency for automobile production, including ICE, HEV, and PHEV. 2. Measures to promote investment to upgrade the automotive parts industry (BOI Announcement No. 11/2024, dated 28 June 2024) to encourage domestic parts manufacturers to modify machinery. Personnel training to compete or expand the business into new industries such as EV parts, electronics, aerospace, medical equipment, Machinery and equipment. 3. Measures to promote joint ventures between Thai and foreign companies in the production of automotive parts (via the BOI board on August 7, 2024) to support Thai automotive parts manufacturers. There are opportunities for joint ventures with foreign companies that invest but the Thai juristic person must hold shares of not less than 30 percent. 4. Measures to reduce the excise tax rate for hybrid vehicles (HEV) (passed by the EV board on July 26, 2024) to support the transition from ICE vehicles to more environmentally friendly vehicles. 5. Measures to promote the use of batteries or important parts produced domestically in the production of automobile manufacturers that are eligible for EV3 and EV3.5 measures, such as drive motors, BMS systems, DCUs, or inverters. On June 26, 2024, Mr. Siamnat Panatsorn, represented the Electric Vehicle Association of Thailand (EVAT) to be a Panelist at the NDC Transport Initiative for Asia on the topic of Industry transformation - Navigating the transition to electric mobility and a fully climate-neutral automotive industry organized by GIZ in collaboration with Agora and the German government. Mr. Siamnat shared his opinions with panelists from Germany, India, Turkey, China, and the Philippines, discussing the importance of government policies in supporting the transition to electric vehicles including the use of biofuels in commercial vehicles as one way to reach carbon neutrality, End of Life of Vehicles and Circular Economy measures. On June 17, 2024, the Electric Vehicle Association of Thailand (EVAT), led by Mr. Kritsada Uttamote, President of the Association, and Mr. Surot Saengsanit, Vice President of the Association, Industry and Business Development Division attended the meeting with the Bank of Thailand as representatives of the association to discuss trends in the automotive manufacturing industry, both in terms of exports and domestic sales along with the Thai Automotive Industry Association, Thai Automotive Parts Manufacturers Association, Thai Hire Purchase Business Association, Used Car Operators Association and representatives of various car manufacturers. They all shared opinions on the domestic purchasing power of customers in each income group including competitiveness, business obstacles, ability to access credit to open a stage for all sectors then discussed and brainstormed ideas to cope with the current economic slowdown.
