We work in promoting nature and people inclusive solar development in Taiwan. Specifically, we help forging the vales and principles of the national framework and policy, we promote adequate environmental planning and local engagement tools in utility scale development, and we ensure enough space for community energy. In order to mitigate land use conflicts between solar and agriculture, we share the global interest in promoting agrivoltaics.

    Last week, we had the honor of hosting Jordan Macknick from National Renewable Energy Laboratory in Taiwan to present his work on agrivoltaics. Alongside his presentation, we accompanied him on a 3-day field trip across the agricultural lands on the western plains of Taiwan to visits to several photovoltaic (PV) sites, including the Taya Aquavoltaic Project, the award winning Chiu Brothers Aquaculture, and the Dalin Agrivoltaic Demo Site. This field trip gave Jordan firsthand insight into the diversity of PV installations and the land-use conflicts between solar and agriculture in Taiwan, ranging from highly controversial zoning of disadvantaged farmland to the emerging  aquavoltaic projects which threaten the rights of tenant fishermen, and highlighted the unique obstacles faced here. Chief among these is Taiwan’s limited land space for PV, which often forces energy companies to place panels close together, thereby restricting farming opportunities and agricultural diversification around the installations. Jordan was particularly encouraged by certain dual-use models, like Taya’s initiative, which supports local fishermen by reducing rent costs and providing financial aid for maintenance and supplies as needed. He also noted that the Dalin agrivoltaic demo site “is much closer to the successful installations we see in the U.S. or Japan.” However, he underscored the critical role of NGOs and NPOs as neutral parties between solar companies aiming for expansion and local farmers and residents who may be apprehensive about the changing landscape and its impact on their livelihoods. He also emphasized the importance of building strong partnerships with local farmers, even at sites like Dalin where initial collaborations are already underway, as this approach is essential for successful agrivoltaics. In addition to the site visits, TE&P organized two conferences in collaboration with the Environmental Rights Foundation, in Huwei and Taipei, with 38 attendees, specializing in land-use planning, natural resource management, farmers, NGOs. These events enabled Jordan to share his experience of over a decade of work on agrivoltaics in the U.S. and provide feedback on Taiwan’s solar development. Participants showed keen interest in learning about U.S. legislative support and social engagement for solar energy and approaches to collaborating with farmers for agrivoltaic projects. They see potential for adapting U.S. models to enhance Taiwan’s agrivoltaics, despite some challenges specific to Taiwan. Jordan’s visit marks an important step toward creating efficient agrivoltaic systems that engage local communities fairly. We extend our thanks to Jordan, NREL, and stakeholders who contributed to this meaningful collaboration. TE&P is committed to advancing inclusive aquavoltaic and agrivoltaic systems, working toward a sustainable energy future that addresses Taiwan’s land constraints without compromising landscapes or community ownership. #agrivoltaic

  • #agrivoltaic #Taiwan #renewableenergy #netzero In Taiwan, the implementation of solar panels is primarily led by the photovoltaic industry, which places significant pressure on local farmers and often leads to conflicts with the government. TE&P aims to find a reasonable path toward fair agrivoltaics that protects the rights and interests of local communities. Therefore, on October 17th, we organized our first Farming and Energy Inclusion Workshop in Hufei, Yunlin, to share with local agricultural operators the experiences of combining solar power and agriculture in various countries. We explored how to develop the possibility of agricultural and energy symbiosis in Taiwan, with villages and farmers as the main stakeholders. This approach aims to reduce climate risk, enhance agricultural resilience, and increase farm income. Many farmers recognized the importance of agrivoltaics and expressed interest in trying it out, if  they are provided with “solid regulations and accurate subsidies.” They highlighted existing inequities in current policies and regulations. The case of aquavoltaics, which failed to encourage spontaneous participation and leadership from fish farmers due to high equipment costs, a lack of subsidies, and challenging loan conditions, underscores the improvements that still need to be made—improvements that TE&P is committed to supporting. In short, the primary goal for the development of fair agrivoltaic in Taiwan is to enable farmers to secure the necessary financing to become actual agrivoltaic leaders. Previously, Taiwan implemented agrivoltaic hastily, leading to problematic cases, and which resulted in a withdrawal of policy. Through this workshop, we discovered that farmers have a strong interest in this topic. They enthusiastically shared their concerns and expectations regarding the current state of the agriculture industry, discussed the opportunities and challenges in integrating agriculture and energy, and gradually identified a direction for the future. We will continue to explore agricultural landscapes and engage in dialogues with local farmers, inviting them to consider diverse possibilities for land reuse and promoting greater community participation in the development of renewable energy.   • 歐洲農電考察 1 史特拉斯堡 We went all the way from Taiwan to Strasbourg in France for the AgriVoltaics Industry Forum Europe 2023!! 為了探究歐洲農電的趨勢與實況,我們遠赴法國史特拉斯堡參加上月底的歐洲農電論壇。為期兩天的會議主要聚焦近年歐洲各國在農電的發展與經驗分享,包括農電政策、法規、產業與轉型正義等議題。與會的專家學者、光電廠商與農民代表,在會中交換各國推展歐洲「農業與光電共融」的各種經驗,可以看出歐洲農電還在小規模試驗的初熟階段(agrivoltaics is still very young!),但已經累積許多可貴的田野實戰經驗。 歐洲農電以德法義三國為首,有專門發展農電的公司、研究團隊與有興趣的農民共同試推農電。各項實證結果顯示,農電共生可減低作物受環境變遷影響的風險,保障農民的收入及權益。另一方面,由於歐盟的農業政策與氣候政策皆強調生物多樣性(Biodiversity),農電共生可以透過設計確保農地生態、提升碳匯功能。 論壇吸引超過兩百人與會,除再次確立農電以農業為本的核心價值,並強調「農電共生必須從農民的視角出發」。與會者皆認同農電共生有別於其它光電型式,無需犧牲農業交換售電獲益,甚至能提供農業永續的多重價值與需求,成為深受歐盟重視的潛力產業。 接下來,各國的挑戰是如何設計合理的制度規範,確保農電發展不只是少數人獲利,卻造成農民邊緣化局面,或者讓農業淪為裝飾(alibi agriculture)。歐盟非常看重農電對農業永續的可能性,各國都在計畫更多的試驗、研究與合作,來推進相關發展與願景,期待更面向社會大眾與更加普及化,為能源轉型及增加農業韌性帶來貢獻。 Photo taken at the conference with the chair and CEO of REM TEC our dear Italian friend Ronald Knoche.
