🌐 Ukraine Blocks Russian Influence on Global Telecommunications Development The Ministry of Digital Transformation team participated in the World Telecommunication Standardization Assembly (ITU WTSA), where the Ukrainian delegation achieved a key goal: blocking Russian candidates from leadership positions in ITU research groups for the period of 2025–2028. 🤝🏻 A Decision for the Future With the support of 40 countries, including the USA, UK, Canada, Japan, France, and Poland, Russian representatives are now limited in their access to global telecommunications processes. They will only be able to observe research outcomes, without any influence over the setting of standards or the development of telecommunications technology. Why does this matter? The ITU is a specialized UN agency that establishes standards in telecommunications, manages the distribution of radio frequencies and satellite orbits, and assists countries in developing telecom infrastructure. With 193 member states, ITU standards form the foundation for the global telecommunications industry. Blocking representatives of an aggressor state from leading these processes strengthens the protection of international law and global telecommunications security.

The digital state, which began with the idea of President Volodymyr Zelenskyy, is proving its effectiveness in international ratings, not for the first time. In 5 years, Diia has gone from an application with documents to a real SuperApp. We were the first in the world to digitize the entire marriage procedure and equate electronic documents with paper ones. The Diia app is already used by 21+ million Ukrainians. And so that other countries can explore our experience and use the best solutions to create their products, as Diia became open source in March 2023. 🦾🧑🏼⚕️ How Artificial Intelligence is Transforming Medicine: Results from the Ukrainian-Singaporean Conference AI is already revolutionizing global healthcare. Therefore, the experience and expertise exchange between countries with leading technologies and Ukraine's unique experience can be a breakthrough in the field of healthcare innovation. This was the main goal of the online conference “Artificial Intelligence in Medicine” on 24 and 25 October. The speakers included top experts in AI, medical education, and practice from Ukraine and Singapore. Around 100 health practitioners, interns, and AI specialists from 10 countries worldwide shared their experience of using artificial intelligence and virtual reality in medicine. One speaker even joined the conference from an operating room. 🤝🏻Strengthening international cooperation on cybersecurity: the sixth meeting of the Tallinn Mechanism in Brussels On October 11, the Ukrainian delegation, led by Deputy Minister for European Integration Valeriya Ionan, presented the results of cooperation with the participating countries and coordinated further plans. The main goal is to strengthen national cybersecurity and resilience. One of the key projects is developing the Catalog portal, which ensures transparent and effective communication with partners. The Tallinn Mechanism has already been joined by 10 countries: Canada, Denmark, Estonia, France, Germany, the Netherlands, Poland, Sweden, the United Kingdom, and the United States, next to the EU and NATO as observers. We are thrilled to welcome Italy officially into the TM international initiative! The Tallinn Mechanism is a key tool for mobilising technological assistance to support Ukraine’s civilian infrastructure and strengthen its cyber resilience. We thank all our partners, especially Germany and the European External Action Service, for organising the meeting and for their continued support.

✍️ 9 Ukrainian IT companies signed a declaration on the responsible use of AI in technological products Developing artificial intelligence with care for citizens. Ukrainian businesses are actively integrating AI into their services and products. To ensure that innovations bring maximum benefits and minimum risks to users, companies are starting to work on the rules for using this technology in the development of innovative products. By signing the Declaration on AI Self-Regulation in Ukraine, companies have shown that they will use artificial intelligence in their products in a human rights-conscious manner. ❓What's next Companies will develop key rules on how to create AI technologies without violating the rights of their users, with the support of the Ministry of Digital Transformation (MTD), the Centre for Democracy and Rule of Law, and the Expert Advisory Committee on AI Development under the MTD. 🇺🇦🤝🇺🇸 Developing Ukraine's Technology Sector: The Ministry of Digital Transformation and USAID Meet During the meeting, Natalia Denikeieva Director of IT industry development directorate at the Ministry of Digital Transformation of Ukraine, and Samantha Power USAID Administrator, discussed further cooperation to develop human capital and globally promote Ukraine's brand as a powerful technological nation. Representatives from the Lviv IT Cluster also joined the meeting. The focus was on the challenges posed by the war for the IT industry and prospects for development. Thus, the main emphasis of the meeting was on the development of IT business in Ukraine and the stable operation of the startup ecosystem during the war. Such meetings help maintain ties with partners and move in the same direction. Cooperation with USAID drives Ukraine's economic development. As a reminder, together with the agency, the Ministry of Digital Transformation has launched numerous revolutionary projects. In addition to joint work on digitalization, USAID supports other technological projects, including: 👏🏻 The unique Diia.City space, which provides technology businesses with the best conditions in Europe for scaling. The space has already 1300+ Ukrainian and global companies, including well-known brands such as Samsung, SAP, Visa, Nokia, Rakuten Viber, and Lyft; 👏🏻 Participation of startups in large-scale technology events such as Web Summit, TechCrunch Disrupt, CES, Startup Grind, etc. Last year, about 300 startups participated in international conferences. 🇪🇪 Reliable digital partnership: the team of the Ministry of Digital Transformation met with the new Minister of Justice and Digital Affairs of Estonia Mykhailo Fedorov and Valeriya Ionan held an online meeting with Liisa Pakosta. Annely Kolk, Ambassador of Estonia to Ukraine, also joined the meeting. We discussed what will be the focus of joint work and the priorities for the development of digitalization for the Estonian side. More than 5 years ago, the experience of digitalization of Estonia became an example and inspiration for building the most convenient digital state in Ukraine. Based on the Estonian X-Road, we created Trembita - a system for exchanging information between registers, which became the basis of the Diia. When developing uResidency Ukraine, we also analyzed the experience of Estonian e-residency. Vice versa, the team of the Ministry of Digital Transformation helped Estonia with the development of the pilot of the state application Mriik. We will continue to work within the framework of the Tallinn Mechanism - an international format for supporting Ukraine's civil infrastructure, which allows provide technological assistance and strengthens cyber resilience. It is the Estonian team, who leads the work of the office front and helps lobby Ukraine's interests within the coalition. In addition, we want to develop a joint international track - promoting the best govtech solutions xRoad and Diia. But we will continue to exchange experiences in developing a digital state. We are developing and increasing the win-win partnership between Ukraine and Estonia 🤝🏻

Their dedication, creativity, and relentless drive to get things done has been nothing short of inspiring.
