CF is dedicated to improving healthcare through working with health systems and the life sciences industry. We offer clients consulting and data services and products.  Our work with health systems includes work with public and private providers of all kinds of care as well as their commissioners and regulators. We work at every level including national, regional, place and local level. We support health systems on critical strategic, performance and organisational issues to deliver the best outcomes for the populations they serve.  Our work with the life sciences industry includes pharmaceutical and biotech companies as well as medical devices, diagnostics, and health tech companies as well as their investors. We support the life sciences industry in the uptake of innovation including access, pathway transformation, and use of data & digital, and how they partner with health systems to improve patient outcomes.

    Our latest snapshot covers a recent review of the Care Quality Commission (CQC) and its single assessment framework, commissioned by the CQC board to complement Dr Penny Dash's report released last week. This review dives into the changes made since the CQC’s 2021 strategy and looks at how these have impacted their operations. Key focus areas include: 🔍 A major organisational restructure 📋 The introduction of a single assessment framework across all sectors 💻 Development of a new IT system, known as the regulatory platform Although initial proposals for these initiatives were well received, the review highlights that they have not delivered the benefits everyone hoped for, leading to some significant challenges.     Earlier this week, the Management Consultancies Association hosted their 2024 Awards, and we were delighted to celebrate industry colleagues and achievements within CF. 🏆 We were shortlisted for three awards: - The fantastic work of a team led by Asha Patel was recognised in the ‘Performance Improvement in the Public Sector’ category, who collaborated with colleagues at Manchester University Foundation Trust to dramatically improve elective services. - Will Fryer was a finalist in the Rising Star category, highlighting his achievements during the early years of his consulting career, having started at CF as a graduate Analyst.   - Finally, we were incredibly proud to see Liberty Dixon awarded Highly Commended in the Young Consultant of the Year category.     Penny Dash report into the Care Quality Commission is out. CF snapshot below. As she notes in her forward “the health and care sector accounts for around 12% of the economy and 21% of public expenditure, and is one of the most significant drivers of health, public satisfaction and economic growth”2. It therefore needs - and deserves - a high-performing regulator.” Digging in to the report is not pretty reading. As someone interested in the use of data to improve healthcare it’s little short of damning. The headline message is assessments fell by 50% while staff rose by 5%. And in face of capacity crunch assessments were pooled over multiple years is methodologically curious to say the least. Weakness in analytical methods were unfortunately reinforced with a remarkable decision to adopt a generalist inspectors and so now the call to reappointment of chief inspectors of hospitals, primary care, adult social care and mental health. A good idea, but we had those 11 years ago? It remains hard to understand what exactly happened to make these decisions about methods which seem so nonsensical.  The other key question to consider here is how did this drop in the quality of regulation coincide with the increase in staffing with a decrease in output in the acute sector? The report does make clear some key priorities for a better approach to regulation and a lot of work to do to create an expert, data-driven regulator that seeks to improve quality. Looking forward -- if the CQC made use of the world’s best longitudinal data in acute and primary care it could use routinely collected data to drive its work. This could be used to create regular feedback on an ongoing basis, at least in these areas. In the gigabytes of data routinely collected there is remas of data on safety and effectiveness and even patient safety experience which we use as an organisation every day to help improve health and health care. The most important data we configure into tools that automatically update each month and can explore performance comparatively and longitudinally—especially making use of the excellent acute a primary care data. To note this isn’t possibl for other settings due to the poor level of data completion in community mental health and social care will need to be addressed to achieve this. Finally, pleased to see this point from our work with NHS Confed on the importance of especially community and primary care in driving economic growth and this being something that needs to be considered in regulatory approach. It seems to me that we will need to both reestablish expertise in each sector and also consider how high quality care is delivered across the pathway.
