I’ve been highlighting some HMRC guidance notes to my agency clients and contacts for some time now. Published in April this year, Spotlight 64 is a set of guidance notes explicitly written for recruitment agencies. The guidance notes, which can be found on the www.gov.uk website, warn recruitment agencies of the risks posed by umbrella companies that promote tax avoidance schemes. Including sections on signs an umbrella company may be operating a tax avoidance scheme, potential risks, and steps to take to help protect your agency and your workers, the notes are an essential read for any agencies providing temporary workers. Recently, the frequency of updates to HMRC’s list of named tax avoidance schemes, promoters, enablers, and suppliers seems to have increased. Tax avoidance schemes in the umbrella company and temporary labour sector have been in the spotlight for some time. The report was first published on the www.GOV.UK website in April 2022 and provides a regular update on tax avoidance schemes, promoters, enablers, and suppliers identified by HMRC. For agencies and their end clients, monitoring the report and checking to ensure that none of the schemes, promoters, enablers, or suppliers are present within their supply chains is essential. The new Labour government has confirmed that this year’s autumn statement will be published on the 30th of October. Despite pre-election talk of not increasing taxes, recent reports of a £22bn black hole in public finances have already prompted Labour plans to scrap the winter allowance for pensioners. While this doesn’t necessarily mean bad news come the autumn statement, it could indicate that tax rates and thresholds could be scrutinised. We’ll keep you posted as we know more. On the 29th of July, Chancellor of the Exchequer Rachel Reeves announced that this year’s Autumn Statement will take place on the 30th of October. The Autumn Statement will likely give us a clearer idea of what the Labour Party’s Plan to Make Work Pay holds in store.
