Both sides require intelligence in order to conduct and maximise subsequent operational performance based on that intelligence, whether that be finding the weakest link/ opportunity in security for attack consideration or indeed to protect. Whereas a threat would typically require the place, date, time and activity of the target in addition to all the locations, vehicles and any existing security used by the target as part of the planning cycle, so too does the protective effort require the reliable assessment of determining the ability and capability of any threat in a given area at a given time. As far as any Government Vs Private Sector capability is concerned in relation to acquiring intelligence, it is very much a case of Proactive Intelligence Vs Reactive Information, except that in the case of the latter, it remains reactive to historical acts as opposed to any planned future model. Operational intelligence though, is not solely for the planning of future operations in the determination of mitigations and controls to be deployed, but also insofar as the immediate, the real time, the present, the right now, whilst the operation is in full flow... In 2012, I published my first book, Close Protection, A Closer Observation of the Protection Equation, as a result of experiencing first-hand the blasé attitude towards Close Protection by the SIA, the Office of Qualifications and Examinations Regulation (Ofqual), Awarding Bodies and other assisting organisations together with a combination of both a frustration of the deplorable commercial training and operational standards, other publications on the subject and a passion to strive for industry excellence in this elitist role. Many may believe that the provision of Close Protection is the same regardless of who (government, company or individual) provides it or indeed, who (commercial or government) trains it. That the presence of a CPO on the ground is the same, regardless. That the end result of effectiveness is the same, regardless. The nuances affecting CP per se throughout all of the environments are wide ranging and varied in content and context. Ad-hoc/ short term/ job-hopping 'circuit' provision is not the same as a permanent C-Suite (CEO, COO, CFO, CIO) CP provision within a large multi-national corporation. Nor is it the same as the provision for world leaders. Training, Experience, but more importantly, Exposure, are the defining aspects concerning the highest levels of performance where the difference in understanding risk mitigation and controls from the position of the threat are prevalent. Permanent under contract with a service supplier 3. Permanent under contract with a client The provisions above are in fact in an order of which is more desirable as an operative or indeed as a protective services manager. From the short term, (usually relatively poorly paid) to permanent contracted with a services provider, (usually limited in remuneration rate) to permanently employed either directly by the client (protectee) or within an organisation managing or delivery the CP services element, (usually well remunerated). 'Clients' (meaning those being protected), often have a need for specialist advice and guidance in all things 'security'. They will turn to those providing the services for that advice. Yet, understandably, such clients include into the foray, the directors/ managers of service providing companies in looking to them for such advice, guidance and best practice. Unsurprisingly, the level of experience of actual on the ground operations conducted by many in such positions is not often present, if any at all. Security company owners will sell their services on the back of an 'elitist appearance'; best in class/ delivering the highest levels of service where the knowledge and experience of protective security operations delivery is second to none - according to their website blurbs . The question then begs - why is it then that those that often hold such positions would not be able to secure employment themselves in being responsible for the management of protective services within an organisation? From the pick-up to the mobile follow to the static positioning, it was obvious that it was prior planned and that the conduct of follow typified standard surveillance procedure, surprisingly, it transpired to my assessment, conducted by a government surveillance team, from switching the lead follow vehicle to route changes in direction to the plotting up. As a direct consequence of then compromising them, purposefully recording footage of them and their vehicles in their full view, I too then subsequently became the subject of their surveillance. Over the years, there have been several other incidents of possible surveillance and as with all of them, there has been one common trait – unprofessionalism in surveillance tactics, techniques and procedure; all of the subjects ‘showed out’ as a result of: — No reason to be there — Appearance — Conduct Within commercial provision, operational restriction and limitation are prevalent through reduced manpower and assets. With most ops, (irksomely often defined as ‘tasks’ or ‘jobs’), team composition is seldom in excess of 3 at any one time, for the most part only 2 operatives for the immediate protection of the principal. Naturally, if one of the 3 then conducts a different role to that of protection, this reduces the team’s effectiveness by a third or indeed by half. However, the lack of any proactive measures to detect and identify surveillance is not solely due to this, although understandable up to a point, but due to several factors, namely: - 1. There is a distinct lack of operational knowledge of how to conduct SD, due to inadequate level or absence of training. 2. For the most part, CP provision is a form of ‘insurance’, a life smoother, as opposed to dealing with any specific/ direct threat. 3. Lethargy towards any proactive response by the industry. 4.
