Israel on 26 October retaliated against Iran’s 1 October attack with strikes by fighter jets and drones on military targets across Iran. The attack suggests Israel is exercising restraint to prevent uncontrolled escalation. In our most likely scenario, Iran will respond with a calibrated attack designed to contain the cycle of escalation, probably involving drone and ballistic missile strikes at a similar or smaller scale to the previous ones targeting military sites in Israel. However, Iran’s downplaying of the scale of the damage indicates that Iran is buying time to assess its options, suggesting that a response may not be imminent.
