How to level up strategic planning policy! In May 2022 the Levelling-up and Regeneration Bill included an option for local authorities to jointly prepare Spatial Development Strategies, now the Bill has become an Act, the #Government need to make amendments to the #NPPF to build an appropriate framework and national policy to steer and incentivise SDSs. We’ve looked at sections from the December 2023 NPPF that relate to plan-making, and given our view of what needs to be considered and amended in the wider review of the NPPF to come. In its review of the #NPPF, the Government is setting #planning on course to do the job it was always intended to do; make informed and intelligent decisions about how our country’s finite and precious land should be planned for the benefit of the many. The new NPPF signals a genuine commitment to planning that has evolved, at least in part, by talking to those at the coal face during the run up to the general election, but the initial flurry of excitement and interpretation surrounding the review has given way to in-depth analysis of its practical application. Today, Sport England have published a report on a series of workshops that we worked on with them and #OHID! All eight workshops were a fantastic experience for our team. We travelled around the country for the 8 sessions, sharing our knowledge and insights on healthy place making and Active Design, and hearing about inspiring work from local experts around what is happening in this complex field. We also got the opportunity to hear from other sectors, with health and physical activity professionals participating in the workshops, helping us understand the challenges they face, and how our planning and design roles could help. The report summarises the work undertaken, and makes key recommendations related to progressing the exiting agenda. Following the launch of the third iteration of Active Design in May 2023, we joined forces with the Office for Health Improvement and Disparities to run a series of eight site-based regional workshops. We were delighted to receive unanimous support yesterday at Fareham Borough Council’s #Planning Committee for the Village Centre at #Welborne, for our client Buckland Development Limited. The #village centre is fundamental to the Welborne vision, allowing the heart of the new #community to be established as early as possible, contributing hugely to the creation of Welborne as a place rather than just a collection of #homes.
We’re excited to announce that the Fareham Borough Council Planning Committee has approved the plans for the Welborne Village Centre and construction is expected to start this autumn. Being the ‘hub’ of the Welborne community, the village centre will provide essential amenities to residents and neighbours, even from an early stage of the development. These will include a two-form entry primary school, a GP surgery and pharmacy, alongside a nursery, a pub/hotel, cafes, shops, and sports facilities, all aligned with Welborne’s ‘local first’ supplier policy. The Village Centre will also incorporate some homes, consisting of a mix of houses and apartments and is due to be completed by early 2027, as part of the first phase of Welborne. Mark Thistlethwayte, Chairman, Buckland Group, said: “The early delivery of comprehensive community infrastructure is core to the Welborne development approach, which we believe is an essential investment for the long-term both financially and socially.” As the Welborne community grows over the next decade, this initial village centre will be complemented by a larger district centre providing all the necessary services for residents within walking distance. #Welborne
