(For UK advisers) The kerfuffle about "persnuffle". Debt-to-GDP is the measue of how much the UK Government can borrow. But which measure of Debt makes most sense. Before QE, Public Sector Net Debt (PSND) was the main measure. With QE, where the Bank of England created money, the same measure excluding the Bank of England (PSND Ex) became the main measure, so that the numbers didn't look dreadful (!) Now the new Chancellor has moved to the same measure but adding some other government financial assets and liabilities (e.g. student loans and funded government pension schemes). that helps the numbers look better. Debt-to-GDP remains the key metric. But the devil, as always, is in the definitional detail. Here is a chart of how the three measure have evolved over time.
