The UK’s export credit agency has tapped out its £3.5bn underwriting capacity limit for Ukraine after signing a deal for Thales missile exports to the war-torn country. Earlier this month, UK Prime Minister Keir Starmer announced a £1.6bn export finance facility for Ukraine and said the UK Export Finance agreement would help protect critical infrastructure in Ukraine and put the country in “the strongest possible position” ahead of future peace talks. But the deal has also used up UKEF’s remaining risk appetite for Ukraine, according to the UK’s secretary of state for business and trade Jonathan Reynolds.

The US has tightened sanctions on Russian energy trade transactions, removing an exemption introduced in 2022 designed to keep fuel prices stable, although legal experts doubt the reforms will have a widespread effect on banks. When the Office of Foreign Assets Control introduced sweeping sanctions on Russian entities in early 2022, it allowed an exemption for energy-related transactions involving nine lenders, including Sberbank, VTB Bank and Sovcombank, as well as the country’s central bank and national clearing service provider. It said at the time that authorising such transactions would “minimise unintended consequences on third parties”, particularly the impact of high energy prices on citizens if significant volumes of Russian oil and gas could no longer be exported.

Defunct trade finance provider Kimura Capital was owed up to US$11.3mn by collapsed commodity trading group CTCS, administrators have said. Kimura, which has been in voluntary administration since December last year, is a secured creditor of two group companies, Continental Trade and Commodity Services Ltd and Canon Garth Ltd.

Indian financial institutions are seeking better capital treatment of trade credit insurance as part of the country’s review of trade finance. Without insurance, banks usually offer SMEs loans or documentary trade products, which are more expensive than solutions such as factoring that monetise companies’ accounts receivable, says Akshay Bhardwaj, senior vice-president at broker Marsh. If banks are allowed to use insurance, they may be able to factor an invoice for as low as 6-8%, Bhardwaj says, around half what he says is on offer from non-bank providers. “The moment they allow it, this market will explode,” he tells GTR.

Tariff structures in developing markets are holding back efforts to add value domestically and export finished goods, limiting firms’ access to global markets, research by UN Trade and Development has found. Tariff escalation, where governments impose higher duties on exports of finished goods than raw materials, is widely in place in Africa and other developing economies, UNCTAD says in a policy paper published last week.

Electronic bill of lading providers ICE Digital Trade and IQAX have partnered with a technology consortium to create a solution that allows interoperability between their platforms, overcoming a key barrier to trade digitalisation efforts. Hong Kong-based blockchain consortium Global Shipping Business Network says a pilot transaction conducted this month successfully helped facilitate a shipment of petrochemical goods between Singapore and China.

As trade tensions escalate between the US and its northern neighbour, Export Development Canada is looking at new ways to help businesses tackle an increasingly turbulent and costly market. “I would say [the mood] is pretty dire,” says Todd Winterhalt, senior vice president of international markets and head of communications and public affairs at EDC. “What we’re hearing from a lot of our exporters and investors is that the only thing worse than a tariff is uncertainty, because you can’t plan.”
