Is the new UK budget green? Rachel Reeves unveiled her new budget on Wednesday, 30 October. Is her ambition of being a “green chancellor” standing up to scrutiny? A quick audit: 💰 This budget confirms changes to self-imposed fiscal rules meant to ensure a stable balance of public revenue, spending and borrowing. This change should enable increased government investment to support priorities that include making the UK a clean energy superpower. ⛽ The 14-year freeze in fuel duty paid by motorists on petrol and diesel has been extended. This cap has cost the exchequer a cumulative total of £100bn and pushed overall UK CO2 emissions as much as 7% higher. ✈️ There has been a 50% increase in duty for larger private jets to £450 per passenger as well as a paltry £2 inflationary increase in air passenger duty amounting for short haul flights. There are commitments to extending the advanced fuels fund for an extra year to support the production of sustainable aviation fuels. 🚂 The budget commits to investing in a handful of new rail lines, upgrades and electrification projects and confirms plans to fund the tunnelling of the HS2 line to central London. 🚌 The single bus fare cap in England will be raised to £3 from the current limit of £2. While some consider this a disincentive to public transport, others welcome the additional revenue for investment in local bus networks. 🚘 The government has committed to ending the sale of cars that rely solely on internal combustion engines by 2030, leaving room for hybrid sales until 2035. There is an extension of incentives for electric vehicles for both companies and individuals and an investment of over £200m in 2025-26 to accelerate the rollout of EV charging points. 🛢️ The windfall tax on oil and gas companies, known as the energy profits levy (EPL), will rise by three percentage points to 38%. The government also announced a consultation on Scope 3 emissions from offshore oil and gas production. 🏭 The budget includes investment in technologies including green hydrogen and carbon capture and storage amounting to £3.9bn in the next year. Nuclear energy receives a £2.7bn settlement to continue the development of the Sizewell C power station through 2025-26. 💷 There will be funding for a national wealth fund to catalyse over £70bn of private investment in the UK’s clean energy sector. How important is the US election for the future of our climate? The next decade is vital in the fight to curb global warming and the worst effects of climate change. The United States is the largest oil producer and second largest source of greenhouse gas emissions in the world. The leader chosen in today’s election will define policies that will be highly significant for their direct impact on global emissions and also by leading, or not, the reduction plans of other big carbon emitters such as China and India. Kamala Harris has defined climate change as an “existential threat” and even if she has remained largely silent on climate change during her short campaign she’s widely expected to continue federal support for clean energy and electric vehicles. In 2022, she cast the tie-breaking vote for the Inflation Reduction Act and has pledged to fully implement it. It represented the most ambitious climate legislation in US history. Trump has called climate change a “hoax” and “one of the great scams of all time” while vowing to delete spending on clean energy, abolish “insane” incentives for Americans to drive electric cars, scrap various environmental rules and unleash a “drill, baby, drill” wave of new oil and gas. Carbon Brief, a UK-based website covering the latest developments in climate science, climate policy and energy policy, has combed through the Democrat and Republican platforms to capture where they stand on key environmental issues. Grain had the pleasure of working with the Office for Environmental Protection (OEP) to develop its internal approach to sustainability. As a public body, the OEP protects and improves the UK's environment by holding the government and other authorities to account. Sponsored by the Department for Environment, Food and Rural Affairs it was legally established in November 2021 under the Environment Act.
