The International Securities Lending Association (ISLA) is a leading non-profit industry association, representing the common interests of securities lending and financing market participants across Europe, Middle East and Africa. Its geographically diverse membership of over 190 firms includes institutional investors, asset managers, custodial banks, prime brokers and service providers. Working closely with the industry, as well as national, regional, and global regulators and policy makers, ISLA advocates for, amongst other things, the importance of securities lending to the broader financial services industry. It supports both the Global Master Securities Lending Agreement (GMSLA) legal framework, including the Title Transfer and Securities Interest over Collateral variants, as well as the periodical enforceability and security enforcement across global jurisdictions. ISLA welcomes the HMT publishing of the latest “Interim report” and recommendations related to the acceleration of settlement cycle (T+1) in the UK. The paper outlines the UK Accelerated Settlement Taskforce Technical Group’s draft recommendations which are open for consultation by all participants in UK capital markets, whether located in the UK or otherwise, until 31st October 2024. The report was drafted by the Taskforce’s Technical Group, chaired by Andrew Douglas, with input from 450+ industry participants from more than 110 different firms, including ISLA. ISLA will be working with its members to draft a response to the consultation and related potential updates to best practices. The ISLA & ISDA CDM Collateral Start-up Guide Workshop has reached the halfway point of the first day - time for lunch! 👨💻 This educational collateral workshop, led by Chris Rayner and ISDA’s Vernon Alden-Smith has seen market participants from across both the Securities Lending and Derivatives industries come together to discover collateral use cases within the CDM. 👩💻 Before the morning break attendees had already been (re)introduced to the CDM, given a high-level presentation of the key concepts & practical use cases and also walked through how to access the model & use the main tools. 👨💻 Leading up to lunch the group were able to actively interact with the model under the guidance of our two facilitators and become familiar with the terminology, lifecycle events & concepts within the model. Chris tasked the group with independently navigating the model to learn more on eligible collateral specifications and how collateral schedules are represented within the model and writing basic code on REGnosys' Rosetta platform. Chris also briefing spoke on the legal agreements following the recent progress ISLA have made ahead of Vernon’s deep dive into the legal structures in the second session of the workshop tomorrow. 👩💻 This afternoon the workshop looks to drive forward the practical use cases of the CDM within our industries.
