IPEX Consulting is delighted to congratulate Greater Wellington Regional Council and Horizons Regional Council on reaching the RfP release milestone for their significant rolling stock procurement project for the Lower North Island Rail Integrated Mobility (LNIRIM) Programme in New Zealand. We are also excited to share that we are working with the Councils for the project, bringing our skills in rolling stock procurement, specification development, and maintenance specification and contractualisation. We have been working alongside our partners WSP in New Zealand, Etheus, and Ashurst. A compelling trend emerging in the ever-evolving landscape of the rail industry is the growth of open access services across across Great Britain and Europe. In the UK, open access has been around for over 15 years through long standing Grand Central Rail and Hull Trains. The recent success of Lumo, despite the demise of franchising, passenger service contracts, and Great British Railways, has led to greater interest in open access. First Rail, owner of Lumo, have recently applied to run services from London Euston to Rochdale via Manchester Victoria. They join Grand Union Trains, GO-OP Train Co-operative, Virgin Trains and Alstom (under the guise of Wrexham, Shropshire & Midlands Railway) in publicly declaring plans for new open access services. In France, the new open access operator Proxima, financed by Antin Infrastructure Partners has just been unveiled which will begin services in 2027, a project for which IPEX has been acting as Technical Advisor. The IPEX team is keenly attuned to the intricacies of open access and the shifts it brings to the rail sector. IPEX is delighted to welcome Gregory Dighton to the team. He is an experienced rail consultant working on vendor and buy side due diligence and longer-term contract execution through deployment in project management roles. Gregory brings seven years of rail knowledge including support to manufacturers, financiers, train operators, and authorities. Notable projects include providing 3 years’ project management support to Network Rail’s ETCS freight retro-fitment project, Avanti West Coast’s introduction of Class 805 and Class 807 fleets, and Caledonian Sleeper’s Mk 5 programme. Gregory said, “It's wonderful to start with IPEX and to be welcomed into such a friendly and forward thinking team. I’m delighted to have the opportunity to work on leading rail projects and contribute to IPEX's growing future!” Umar Saleem, Head of Delivery, commented, “I am very pleased to have Gregory join IPEX. He brings great technical experience and knowledge to complement IPEX's existing team. IPEX is delighted to welcome Matthew Marinaccio to the team as Principal Consultant. Matt is an experienced Chartered Mechanical Engineer specialising in rolling stock consulting, with nine years of international railway experience. He provides strategic and technical support to financiers, owners, manufacturers, and operators across the rolling stock lifecycle, in both freight and passenger markets.   Matt commented, "I am thrilled to join the team at IPEX who are supporting on industry leading projects across the UK, Europe, and Australasia. There is clear ambition and momentum for growth and I look forward to being an active part of the future at IPEX. All of the team have been incredibly welcoming and professional through the whole on-boarding process, making for a really positive start!"
