Millions of people use Buy Now Pay Later products to manage their finances, but the previous Government’s dither and delay left them unprotected.
BNPL can provide a useful and affordable source of credit, but some borrowers have been left exposed to skyrocketing debt. Before the last election, I pressed the then-Chancellor to take action and regulate the sector, and I am now spearheading this legislative change as City Minister.
Our plan is to introduce new levels of protection not currently offered for BNPL services. We are planning to implement five important changes:
✅ The Financial Conduct Authority will regulate BNPL firms
✅ Consumers will receive independent complaints handling
✅ Consumers will have credit card-like protections
✅ New assessments will tackle unaffordable credit being offered to shoppers
✅ More clarity will be given to consumers by reforming information requirements
To ensure this proposed legislation fosters innovation in the sector and protects consumers, the Government has invited all interested parties to respond to a consultation over in the next six weeks. The window is open for responses until the 29th of November. After considering this feedback, we hope to begin the legislative process early next year so we can get shoppers protected and provide certainty for the BNPL sector as soon as possible.
