We are pleased to publish our 2023 annual report sharing CLTR’s achievements and high-impact activity, with thanks to our funding partners, expert team and collaborators. 2023 has been a pivotal year for influencing the course of resilience to extreme risks, making the importance of our mission undeniable. There is now a crucial window of opportunity to shape the course of AI and biosecurity — to harness the untold positive potential of new technologies while mitigating the extreme risks they also pose. Significant progress has been made in recent years, with the UK becoming a world leader in AI safety and announcing an ambitious biosecurity strategy in 2023. We welcome the Covid Inquiry’s recommendations and steps taken by HMG to date, but offer thoughts to enhance the UK’s preparedness for future challenges. Below, we detail nine further recommendations. https://lnkd.in/eDVx6wSP 1. Make resilience a national priority, reflected in titling the next Integrated Review ‘Resilient Britain.’ 2. Encourage National Security to lead on UK Resilience to help simplify the reporting structure of the Resilience Directorate. 3. Apply the private sector ‘three lines’ model for best practice risk governance (https://lnkd.in/dUf9rpBE). By separating risk ownership, oversight and audit, risk management practices will be enhanced further by providing clear ownership and oversight. 4. Include a chronic risks section in the National Risk Register, ensuring that long-term risks are adequately considered. 5. Ringfence budget for the Biological Security Strategy to guarantee the resources necessary for effective biological security. 6. Publish a detailed implementation plan for the Biological Security Strategy to address the full scope of deliverables. 7. Appoint a Senior Responsible Owner to coordinate cross-government engagement for the successful delivery of the National Biosurveillance Network. 8. Task the National Exercising Programme with conducting a Tier 1 pandemic exercise by mid-2025 to identify lessons and gaps to inform future response plans. 9. Provide a clear roadmap towards improved resilience, clarifying how the government intends to act on learnings from COVID-19. Meanwhile, we welcome the reflective tone of the first module of the Inquiry and recognise the impact it has made in just a few short weeks, with Pat McFadden confirming that there will now be a review of national resilience. https://lnkd.in/etgVSrcT Read our complete response for details on which of the Inquiry’s recommendations have already been actioned, which are yet to be implemented, and where we think it might go further to improve the UK’s resilience.
