A new report by Dr Chloe Billing for the Local Innovation Policy Partnership Hub provides a state of play on the current policy landscapes and debates relating to effective place-based partnerships in innovation. Read the full report - shorturl.at/MtJ8p The review is designed to help those in local partnerships better understand how to design effective place-based interventions that foster innovation, examines effective partnership working in the innovation context and provides examples of good practice. Key findings include: 1 - The importance of Innovation and Technology Policies Innovation, defined as transforming ideas into value, is essential for productivity and prosperity. Both technology push and demand-pull policies are necessary to build innovation. 2 - Empowering Local Leaders and Research Funding Several sources emphasise devolving more autonomy and decision-making power to local leaders, increasing local influence over national R&D spending and targeted incentives for local research priorities. 3 - Collaboration, Partnerships, and Skills Development There is a consistent focus on the importance of collaboration between government, businesses, academia, and other stakeholders within regions to drive innovation ecosystems. 4 - Place-based Approaches and Cluster Development Innovation policies are increasingly shifting towards cooperative, multi-actor, and more 'place-based' approaches, with a focus on supporting innovation clusters. 5 - Evidence-Based and Experimental Policies There are calls for more evidence-based and experimental approaches to designing local innovation policies, including rigorous evaluation and regular benchmarking. About us
The Local Policy Innovation Partnership (LPIP) Hub seeks to address nationwide issues through local partnerships and place. By working with local LPIPs, the Hub aims to understand and solve local challenges around the UK through an innovative and effective service-driven approach to place-based policy-making and public service delivery. The LPIP Hub is designed to lead to a step-change in the quality and impact of the evidence created by universities and their local place partners, with the LPIP Delivery Partnership Team, who is responsible for designing, developing and delivering the services and activities of the LPIP Hub. The Hub has £3.6 million in funding from the Economic and Social Research Council (ESRC), Arts and Humanities Research Council (AHRC), and Innovate UK. It is a national consortium, led by the University of Birmingham, convening stakeholders across the research and policy ecosystem. The project will run until the end of 2026.
