Odgers Berndtson and Berwick Partners (an Odgers Berndtson company) hosted a breakfast event for Arm’s Length Bodies (ALBs) CEOs on Thursday 30th January, at our offices in Cannon Street. We discussed the Comprehensive Spending Review (CSR), the process used to set out the government's spending plans for the next 5 years, determining budget allocation with the aim of improving the efficiency and effectiveness of public spending. We were grateful to Oliver Morley CBE, CEO for the Money and Pensions Service who led a round table discussion on the following key themes: ➡️ Differing Implications of the CSR Cycle: We explored how the Comprehensive Spending Review (CSR) cycle impacts central government departments compared to ALBs, particularly during times of organisational transformation. ➡️ Challenges and Opportunities in the CSR Process: We discussed the opportunities and challenges of the CSR process and its alignment with organisational strategy and the new government’s missions. There was real energy and enthusiasm for the positive impact ALBs can have through their priorities, and how this moment sets the stage for adapting and delivering over the next five years. ➡️ Diverse Operating Models and Governance Structures of ALBs: We considered the variety of operating models and governance structures of ALBs, and the implications that they have for how ALBs approach the CSR process. There was debate regarding the concept of establishing overarching principles for government ALBs, and whether could this lead to more meaningful productivity analysis and an increased focus on impact. ➡️ Balancing Accountability and Autonomy for ALBs: For ALBs, delivering outcomes for the public is crucial. Leaders must balance accountability to sponsoring departments with the autonomy needed to lead effectively and achieve the best results.
