We've all read articles about Transforming Public Procurement and the long-awaited Procurement Act 2023, that’s now been pushed back to February 2025. There is only a few days left to submit your views to help inform the redrafting of the new National Procurement Policy Statement (NPPS) through the Cabinet Office stakeholder survey. If, like Perfect Circle, you are a supplier to central and local government, blue light, health and education clients, and believe that procurement should be undertaken in a better way then responding to survey should be your priority this week 👉 https://lnkd.in/ekuFzhA5 The NPPS is provided for at section 13 of the Procurement Act and will set out the policy objectives to which all Contracting Authorities should regard when conducting their procurement. It is a crucial element to achieving transformation of public procurement and the delivery of the new Government’s priorities. At the end of last month the Government officially withdrew the National Procurement Policy previously laid in parliament in May 2023. In the Written Ministerial Statement announcing the new NPPS and delay in commencement of the Procurement Act, the Parliamentary Secretary for the Cabinet Office made it clear the previous administration's NPPS did not go far enough in meeting the challenge of applying the full potential of public procurement to deliver value for money, economic growth and social value. In producing a new bold and ambitious statutory NPPS, that is mission-driven to embody the Government's strategic priorities, we are being asked to input our views on how we see outcomes being strengthened in four key areas: maximising value for money, delivering greater social value, enabling accelerated collaboration, and fostering innovation. Do you think a more regulated framework market would help your commercial strategies and in turn aid client decision making in procurement to achieve better VfM? Would a Framework First procurement strategy maximise VfM and SV? Would longer-term contracts that take a programmatic approach enhance your collaborative working to achieve better outcomes and innovation? The closing date of the stakeholder survey is midday on Monday 4 November, so do share your thoughts and show how our industry can make real contributions to support delivery of the Government’s missions and local priorities as suppliers through public procurement.

Gleeds colleagues recently had the privilege of attending the opening of The Quad, which was officially opened by HRH The Princess Royal in Telford last week. Gleeds delivered multi-disciplinary services on the project, which will play a major role in the transformation of Telford town centre as part of the £80 million Station Quarter regeneration project. Through our strategic partner, Perfect Circle, we provided programme management, cost consultancy and client advisory services for the project’s entire lifecycle. The Quad is now fully operational and spans 4,500 sqm, comprising spaces for education, training and enterprise, and is now home to Telford College, Harper Adams University and European Innovation. The facility will play a strong part in contributing to Telford’s economic resilience and diversification in the years to come. The Quad also meets the highest environmental standards through the use of air source heat pumps, PV panels and sustainable urban drainage systems, aligning with the Council’s commitment to green development.
