UK marketing budgets have failed to grow for the first time in 14 quarters, with upward revisions put on hold ahead of the Autumn Budget on 30 October, according to the Q3 IPA (Institute of Practitioners in Advertising) Bellwether report. After the previous 13 quarters averaged an increase in net budget balance of 8.8%, this latest report demonstrates a significant shift in behaviour.
