About us

The heart of our mission is to provide financial protection from the impact of terrorism, and in so doing, improve the UK’s resilience if the worst should happen. We operate as a unique public-private partnership, with the benefit of an unlimited HM Treasury loan facility. We cover £2.2trillion of UK based assets including businesses of all sizes, from shopping centres and local traders to airports and power grids; across sectors of the economy such as real estate, retail, transport, construction and energy. We are globally recognised as the leading experts in terrorism risk financing, and have been operating since 1993; following the withdrawal of terrorism cover by most insurers as a result of the untenable losses arising from the Troubles in Northern Ireland. Sadly, terrorism continues to provide a malevolent risk, and to date we have paid claims in excess of £1.25 billion (when adjusted for inflation) in relation to 17 terrorist events since our foundation. In response to the increasing complexities regards terrorism risk, we developed Pool Re SOLUTIONS, a specialist consultancy unit created to provide Member insurers and their policyholders with a range of tools and information to better understand and mitigate terrorism risk.

    As part of our commitment to understanding the rapidly developing security landscape, we are pleased to release a new report, ‘The Current State of Extreme Right-Wing Terrorism’.   The report highlights an important shift: that far-right terrorism has evolved away from structured groups to a more disparate, dispersed, online threat, and as a result is likely to remain a significant threat in the long term. The report also warns of the risk of radicalisation to individuals under the age of 18, perpetuated by the ease of internet access and the increasing amount of time spent online by children and young adults in the UK.     On 14th October, the government commended the Terrorism (Protection of Premises) Bill, known as #MartynsLaw to the House of Commons – a significant step towards strengthening the UK's preparedness against terrorism.     We are proud to announce a new partnership with the East End Community Foundation (EECF) to become our official #charity partner for the next three years. Over the past three decades, the EECF has raised and distributed over £30 million towards community projects across Hackney, Tower Hamlets, Newham, and the City of London, making a significant impact on these areas. The partnership will focus on #fundraising initiatives that support local communities in East London, and Pool Re will support the EECF’s Life Chances Campaign, which is dedicated to fostering positive change within disadvantaged communities. The campaign aims to improve the well-being and employment opportunities for young people, tackle digital exclusion, and reduce poverty among older residents.     Today, the government introduced #MartynsLaw into parliament – a move that Pool Re warmly welcomes. Once passed, this law will be a significant move in improving how prepared British businesses are for the risk of a terrorist attack, and we look forward to supporting businesses and the insurance industry as it becomes a reality.   We congratulate Figen Murray OBE on her tremendous campaign to bring about this bill to honour her son and the other victims of terrorist attacks.
