The Government has opened its consultation into zero-hours contracts and agency workers as part of its plans to protect workers: https://lnkd.in/eRmt5-Wg Commenting, Crawford Temple, CEO of Professional Passport, the UK's largest independent assessor of payment intermediary compliance, said: "While we welcome the government's acknowledgement of the complexities within the temporary labour market, the consultation that has opened entitled 'Making Work Pay: the application of zero hours contracts measures to agency workers' appears to fall short in addressing the true intricacies of modern workforce solutions. The oversimplified approach to zero-hour contracts risks tarring all flexible working arrangements with the same brush, potentially damaging legitimate business models that serve both workers and the economy well. "Of particular concern is the consultation's inadequate treatment of umbrella companies and joint employment scenarios. Despite recognising these structures early on, the questions posed demonstrate a worrying regression to binary agency-versus-end-client considerations. This suggests a gap between policy development and market reality that needs to be bridged. "The temporary labour market has evolved significantly over recent years, developing sophisticated solutions to meet the diverse needs of both businesses and workers. Any meaningful reform must be grounded in a thorough understanding of these established practices and relationships. The current consultation's approach and the questions posed in the consultation document risk creating legislation that could be both impractical to implement and potentially harmful to the very workers it aims to protect. We welcome the Government's Employment Rights Bill and like other Bills it is likely to be subject to amendments as it passes through the parliamentary process. As with all changes to legislation, the devil is in the detail and we will be scrutinising that detail as it becomes apparent over time about how it might impact umbrella workers and we will be sharing our views with the policymakers.
