The Institute is geared to serving the professional needs and interests of over 3,000 members worldwide.

About us

A key aim of the Institute is to support its members’ professional and personal development and the sharing of best practice. We keep our members informed of current issues through our magazines, publications and a comprehensive website. Our conferences and meetings offer opportunities for networking with other professionals from the UK and overseas whilst the Forum Service continues to attract new organisations each year; the current membership now exceeding 200. We seek to influence the course of legislative and professional matters through dialogue with government bodies and other professional organisations and through commissioning and conducting original research. This is led by the Institute’s three Faculty Boards; Local Taxation and Revenues, Benefits and Valuation. The Institute has a membership of over 3,000 and offers a range of qualifications covering its professional fields. It is a nationally approved awarding body for its vocational and examination-based qualifications. Each year, in excess of 300 students sit our examinations and vocational assessments. Successful students join the thousands of IRRV qualified professionals currently working in both the public and private sector within the fields of revenues, benefits and valuation. IRRV qualifications and Continuing Professional Development (CPD) scheme are designed to meet the needs of members at every stage of their careers. A thriving network of Associations is one of the IRRV’s main strengths. Our Associations organise programmes of professional and social activities that take place regionally and provide the opportunity for all members to become more involved in the work of the Institute.

    The November edition of Insight has as its focus, the IRRV Performance Awards 2024 showcasing all the Winners - congratulations go to all those who were shortlisted as finalists. The update from CEO Gary Watson provides an outline to the Awards, past, present and future. This edition also includes the first letter from the new IRRV National President, Simon Green who acknowledges the hard work of Immediate Past President Nick Rowe after an extremely busy but successful year, with plenty of engagement with members, local Associations and kindred organisations. This edition comes just after the much hyped and long-awaited Budget Statement from the new Labour Government on 30 October, but you'll have to wait for more detailed comment on that fiscal; you will be able to catch up on all the issues and the fall out and implications for all in the December issues of Insight and Valuer magazines. But don't worry, there is plenty to keep you engaged in news and issues for the profession in this edition. This edition includes our usual features on People, News and Events as well as Credit Notes and a report on a new Campaign for Justice, Viewpoint notes the mounting pressures and an 'air of desperation' when it comes to the public finances particularly in relation to local government finances.     Key points from today's Budget - Devolution. • The devolved governments will receive an additional £6.6 billion through the operation of the Barnett formula in 2025-26. This includes £3.4 billion for the Scottish Government, £1.7 billion for the Welsh Government and £1.5 billion for the Northern Ireland Executive.

    Key points from today's Budget - Welfare and Benefits . • The government will provide £1 billion to extend both the Household Support Fund in England and Discretionary Housing Payments in England and Wales in 2025-26. This will be used by local authorities to help low income households facing hardship and financial crisis, including supporting them with the cost of essentials such as food, energy and water. • The government will migrate Employment and Support Allowance claimants to Universal Credit from September 2024 instead of 2028. • The government will shortly publish the Get Britain Working White Paper which will set out its £240 million investment to trail new ways of getting people back into work.

    Key points from today's Budget - Business Rates.• The government will deliver a fairer business rates system through permanently lower business rates multipliers for retail, hospitality and leisure (RHL) properties from 2026-27, paid for by a higher multiplier for properties with Rateable Values above £500,000. • The Budget also provides £1.9 billion of support to small businesses and the high street in 2025-26 by freezing the small business multiplier and providing 40% relief on bills for RHL properties, up to a £110,000 cash cap. • The government will remove business rates charitable rate relief from private schools in England from April 2025. • A business rates Discussion Paper has been published, setting out the government’s priority areas for these reforms, and inviting industry to help co-design a fairer business rates system.
