Labour’s Renters Rights Bill is once again in the news, as we move closer to its potential passing in 2025, and we're helping our landlords stay informed and ready to adapt. One of our Senior Portfolio Managers, Nathan Bleasdale shares his thoughts on the latest developments as the Renter’s Reform Bill moves forwards. “With the introduction of Labour’s Renters Rights Bill, significant changes are on the horizon for the private rental sector. It’s essential that both sides of the market—tenants and landlords—are protected in a way that ensures long-term sustainability for the private rental sector. The Bill, which builds on the previous Renters (Reform) Bill, is part of Labour’s promise to create a "more level playing field" for tenants and landlords alike. But what do these changes mean for landlords, and how will the sector cope with the new demands? The Renters Rights Bill brings forward several new regulations designed to improve tenant security and property standards, including: 🍃 Abolition of Section 21 ‘no fault’ evictions 🍃 The introduction of a Decent Homes Standard and Awaab’s Law into the private rental sector (PRS) 🍃 Limits on rent increases to once per year 🍃 A mandatory database for landlords and an ombudsman to monitor compliance 🍃 Bans on bidding wars for rental properties 🍃 More rights for tenants regarding pet ownership 🍃 Elimination of fixed-term tenancies This sweeping legislative reform aims to address tenant protection, housing quality, and affordability. But the impact on landlords should not be overlooked. The immediate abolition of Section 21 is one of the most debated aspects. While the Bill strengthens tenant rights, there’s underlying anxiety among landlords about how effectively disputes will be managed. The lack of a dedicated court system to handle evictions quickly could lead to delays, making it harder for landlords to manage difficult tenants. Labour needs to ensure the infrastructure is there to support landlords while safeguarding tenant rights. The administrative burden of new compliance measures could discourage smaller landlords from remaining in the market. Another concern is the potential shrinkage of the rental market. The new restrictions could lead to more landlords selling their properties, further reducing supply in an already constrained market. At Leef Property Group, we wholeheartedly support the idea of improving standards in the rental sector, but these reforms need to be implemented in a way that keeps landlords engaged and encourages investment. Labour must address the supply-and-demand imbalance rather than relying on legislation that may limit housing availability. This Bill is a chance to create a fairer rental market, but it must be done thoughtfully. Landlords need the right tools to navigate the new regulations, and the government must ensure the court systems and compliance structures are fit for purpose.”
