The Wales Centre for Public Policy collaborates with leading experts to provide ministers, the civil service and public services with high quality evidence and independent advice that helps them to improve policy decisions and implementation outcomes. The Centre is funded by the Economic and Social Research Council, Welsh Government, and Cardiff University and is a member of the UK’s What Works Network and the International Public Policy Observatory (IPPO). The Centre collaborates with leading policy experts to provide ministers, the civil service and public services with high quality evidence and independent advice that helps them to improve policy decisions and outcomes. The Centre also undertakes research to advance understanding of the role which evidence can play in supporting better policy making and public service delivery.

🚌 Llywodraeth Cymru / Welsh Government is preparing to introduce a Bus Bill as part of its vision to create an integrated, low-carbon, passenger-focussed bus network. The legislation, subject to Senedd approval, will require bus franchising throughout Wales to to give the public sector greater control over bus services. As part of our work to provide Welsh Government and Transport for Wales with evidence on key success factors of contracting and awarding bus franchises, we are looking forward to hosting a series of 'evidence spotlight' sessions. UK and international experts will share their experiences and insights with policy makers, exploring case studies from around the world, along with key lessons and impact on other policy areas. Shaping a sustainable future for local government in Wales. We are very much looking forward to hosting the inaugural meeting of the Independent Working Group on Sustainable Local Government for the Future later this week. The working group is made up of elected leaders and chief executives of Welsh local authorities, along with independent experts to develop a clear vision and set of proposals to support a sustainable future for local government in Wales. Evidence we have gathered supports the widely-held view that the current model for local government in Wales is unsustainable and that, a longer-term vision is essential if local authorities are to continue to play a critical role in understanding and responding to the needs of their communities. Despite recent increases in the funding allocated to local government, budgetary pressures following the cost-of-living crisis; Covid; and increasing demand for services like social care mean that many councils are having to cut or pause many non-essential services – and the current fiscal and political environment means that further significant increases in funding are unlikely. The Group will look holistically at the major issues facing local government including its functions, structures, accountability, governance, finance and culture, and the vision and proposals it develops will address these. Along with the Cymdeithas Llywodraeth Leol Cymru | Welsh Local Government Association (WLGA), we (WCPP) have established this working group which will be chaired by Cardiff University / Prifysgol Caerdydd's Professor Steve Martin and the external, independent members include Max Caller, Lead Commissioner of Birmingham City Council. Mr Caller is an experienced local authority chief executive who has played a pivotal role in supporting the turnaround in fortunes of several councils. As part of its leadership of the group, WCPP will provide the most up-to-date and relevant evidence to inform the work of the group and generate strategic discussion between the local government actors and independent experts.

Local Government has a key role to play in tackling climate change, but given the numerous pressures faced by the sector, having the resources (financial, but also human) to play this role is challenging to say the least. Does the increase in capital budgets provide an opportunity? As my colleague Jack Price highlights, this is an area where collective action (i.e. collaboration across the sector) has the potential to reduce costs and accelerate change. Corporate Joint Committees can play a key role here.
