Zemo Partnership is announcing a change of leadership today. Claire Haigh is to step down as Managing Director and will be replaced by Zemo’s Director of Finance, Operations and Business Development, Jonathan Murray. Claire has been offered a compelling opportunity with the University of St Andrews Centre for Energy Ethics, who are putting on a major exhibition of her work - The Tabula Project. Her related report, The Art of Seeing, applies key insights from The Tabula Project to the problem of tackling climate change. Claire will be focusing on this project for the rest of 2025 but will remain a Zemo Associate. Jonathan has worked in senior positions at Zemo (and, formerly, the Low Carbon Vehicle) Partnership for approaching 20 years. Prior to that he worked on transport/environment projects, including as Director of Transport at the Energy Saving Trust. Among a wide range of achievements, Jonathan led (under Zemo auspices) the groundbreaking Electric Vehicle Energy Taskforce (2019-23), engaging a uniquely wide range (over 350) of cross-sectoral stakeholder organisations. The Taskforce had significant impacts on policy as the UK accelerated into the delivery phase of our historic transition to electrified transport. As part of the Map of Missing Policies investigation, Zemo hosted another successful Council for Net Zero Transport Quarterly Briefing. Chaired by John Gummer, Rt Hon The Lord Deben, the panels highlighted the key barriers to transport decarbonisation faced by different sectors. We were delighted to have Victoria Edmonds, James Court and Toby Poston share their insights on the challenges consumers face in switching to electric cars. The issues around the cost of electric vehicles and public chargers are addressed in our Map of Missing Policies Consultation Paper. Richard James Smith, Peter Bradley and Martin Dean made valuable contributions on the challenges faced in helping heavy duty vehicles on to the net zero journey. Our Map of Missing Policies Consultation Paper covers how to deliver zero emission bus, coach and HGV fleets and decabonise the legacy fleets. In a recent workshop co-hosted by Zemo Partnership and the Aldersgate Group, key stakeholders from government, industry, and the supply chain came together to explore solutions for accelerating HGV decarbonisation. The key takeaways were: 1) All HGVs need to be electrified and while this is expected to be feasible eventually, there are major caveats as to whether full electrification of HGVs in 2050 is deliverable. 2) Practical challenges and technology uncertainty affect delivery timeframes and market confidence. 3) Hydrogen is not widely expected to play a significant role in HGV decarbonisation. 4) Biomethane, hydrotreated vegetable oil (HVO) and biodiesel will be important fuel sources, certainly in the short to medium term and potentially up to 2040 and beyond. 5) A range of other possible alternatives (e.g. modal shift and automation) influence business models and therefore individual investment choices. 6) More clarity is needed from the government on technology pathways, with support being tailored accordingly. 7) Focused measures are needed in the 2025 Spending Review to accelerate longterm HGV electrification and short-term decarbonisation through low carbon fuels. Zemo Partnership is working to develop a ‘Map of Missing Policies’ to help accelerate road transport decarbonisation in the UK. This will build on the Delivery Roadmap for Net Zero Transport, published last December. This month, we’re running a briefing event and a Parliamentary roundtable for Zemo members to engage with the project. The Climate Change Committee's Seventh Carbon Budget, published this week, highlights that decarbonising transport is crucial for meeting the target of net zero greenhouse gas emissions by 2050, with 27% of the projected emissions reduction by 2040 expected to come from surface transport. Commenting on the Committee's report, Zemo Managing Director Claire Haigh said: "We agree - indeed, we've been saying for some time - that now is the time to deliver the technologies that will decarbonise surface transport in the UK. For the most part, we know what these technologies are; now we need to accelerate their take-up on the ground." "There are many hurdles still to cross, of course. That's why we're working with our members and stakeholders to develop a 'Map of Missing Policies' to identify changes that can be made to get us past these challenges and deliver against the pathway set out by the CCC." We’re pleased to kick off 2025 with some exciting news about the Renewable Fuels Assurance Scheme. With the addition of BP EUROPA SE. in Germany and Austria becoming RFAS approved suppliers of HVO, the scheme officially boasts 51 approved suppliers in 8 different countries. We also recently welcomed Lisburn Fuels, Scotts Fuels & Lubricants and Lorimer Fuels. All three of these family owned and operated suppliers of renewable diesel and HVO were established in Northern Ireland in 1954.
