During the Autumn Statement 2024 it was announced that the Plastic Packaging Tax (PPT) will increase in line with the Consumer Price Index (CPI) from 1 April 2025. The new rate will be £223.69 per tonne (currently £217.85) and it will apply to all plastic packaging that contains less than 30% recycled plastic that is manufactured and imported into the UK. On the 30 September the government confirmed that, following a consultation, the planned ‘not for EU’ label requirement will be dropped. This comes after the announcement that the changes to the process for sending business to business parcels has been postponed to next year. It has widely been seen as something that was going to be tricky to navigate and place extra burden and cost on the supply chain. Defra have said that the labelling requirement may be revived in the future if required. It has been announced today that the arrangements due to be implemented for freight and parcel movements between Great Britain and Northern Ireland at the end of the month under the Windsor Framework have been postponed until next year. At the moment it looks as though there is a target date of 31 March 2025 to implement these, but we are waiting for further details. We will communicate these as soon as we have any additional information. If you are moving goods to Northern Ireland which are ‘at risk’ you can claim the customs duty waiver, this has a limit of €300k over a rolling three-year period. Earlier in the year HMRC announced that they are streamlining the way taxpayers and agents access central government services by replacing Government Gateway accounts with a single login system. They have confirmed that from this autumn, it will move to the Gov.uk One Login and this will be used to access all online services on the companies’ register in time. The first feature to use the single login system will be the find and update company information. 𝗦𝗨𝗖𝗖𝗘𝗦𝗦𝗙𝗨𝗟 𝗔𝗣𝗣𝗘𝗔𝗟 𝗔𝗚𝗔𝗜𝗡𝗦𝗧 𝗛𝗠𝗥𝗖'𝗦 𝗚𝗢𝗢𝗗𝗦 𝗦𝗘𝗜𝗭𝗨𝗥𝗘 𝗜𝗡 𝗨𝗡𝗔𝗣𝗣𝗥𝗢𝗩𝗘𝗗 𝗙𝗨𝗟𝗙𝗜𝗟𝗠𝗘𝗡𝗧 The recent First-tier Tribunal (FTT) ruling in Petmaster Ltd [2024] UKFTT 718 (TC); [2024] TC 09258 is a crucial reminder of the importance of due diligence when choosing fulfilment houses. In this case, the importer failed to realise that the fulfilment house it was using, was not approved by HMRC. HMRC did not accept ignorance of the Fulfilment House Due Diligence Scheme as an excuse and seized, then ultimately destroyed the goods which had been imported into the UK. Although the taxpayer eventually won the appeal and received compensation from HMRC, the goods were lost, and the business endured significant disruption, stress, and costs during the appeal process. This case highlights the critical need for clear communication between overseas customers, UK fulfilment houses, and HMRC. Errors like these can be both damaging and costly. Fulfilment houses that fail to perform required checks and maintain proper records risk significant penalties. However, there is a solution that takes the onus off fulfilment houses, allowing them to focus on fulfilling orders rather than managing paperwork, it can also bring cash flow savings for importers. We are aware that HMRC are writing to companies regarding goods that have been imported using the Goods Vehicle Movement Service (GVMS) that are not showing as ‘arrived’. This usually happens automatically through GVMS or can be arrived manually once the goods have arrived. If this hasn’t happened then HMRC will write to you and, if you are unable to explain what happened or rectify this HMRC could fine you up to £2,500 for each declaration. Starting October 2024, a red lane system will be fully enforced for goods moving into Northern Ireland. Unless you're a member of UKIMS, the red channel must be used. All goods passing through this lane will require a customs declaration and undergo documentary and physical checks. The phased implementation of the red channel began in October 2023.
