As part of this initiative, the The Ministry of Digital Technologies of the Republic of Uzbekistan, IT PARK Uzbekistan and IT Education Association launched a tree-planting campaign.   • Uzbekistan Adopts Presidential Decree on Youth Development Measures ✍🏻 The President of Uzbekistan has issued Decree No. PF-61 dated 26.03.2025, outlining measures to implement tasks set during his open dialogue with young people. The decree introduces tax incentives, financial support programs, and scholarships aimed at promoting youth development. 🔰 According to the Decree, the following tax benefits will be introduced, effective May 1, 2025 – Jan 1, 2031: ▪️ Residents of the creative park will be eligible for a 50% reduction in social tax and personal income tax rates. ▪️ Regardless of revenue from goods and services, residents will be classified as turnover taxpayers. They may opt for the standard taxation system at their discretion. 🔸 Young individuals who have not obtained a national or internationally recognized foreign language certificate at the C1 level or its equivalent within the past two years will be eligible for interest-free loans. The State Trust Fund for the Development of Youth Entrepreneurship, under the Youth Affairs Agency, will provide loans of up to 320 times the base calculation amount, repayable over three years with a six-month grace period. These loans will support establishing foreign language training centers in remote areas. 🔸 Starting in 2025, the “Bright Talent” project will be introduced as a new scholarship program under the “El-yurt Umidi” Foundation, enabling children from socially vulnerable families to study at top-100 universities worldwide. 🔸 Graduates returning from studying abroad under the “El-yurt Umidi” Foundation will be directly included in the national personnel reserve and employed by state bodies, organizations, and institutions without competition. 🔸 From June 1, 2025, specialists under 35 who have earned a PhD or an equivalent degree from a foreign university ranked in the top 100 by international rating organizations will be eligible for interest-free housing loans. Loans of up to 2,150 times the base calculation amount will be provided for a 10-year period, with the loan amount adjusted based on the region. 🔸 The current one-time cash prizes for winners of prestigious international science Olympiads will be increased fivefold. ✅ Beginning in the 2025/2026 academic year: ▪️ The “Supreme Commander-in-Chief” state scholarship will be introduced for outstanding cadets, students, and trainees of higher military educational institutions. ▪️ Engineering and invention Olympiads will be organized for students, and winning graduates will be granted admission to state universities in relevant fields on an additional state-funded scholarship, bypassing entrance exams. ▪️ As part of the budget allocated to the State Youth Policy Support Fund, grants of up to 100 million soums will be provided to develop national media content aimed at fostering youth interest in science, promoting educational and national values, and producing high-quality intellectual shows.

  • Cooperation with the MBZUAI (Mohamed bin Zayed University of Artificial Intelligence) Discussed During the visit of the #President of the Republic of Uzbekistan, Shavkat Mirziyoyev to the United Arab Emirates, he met with the UAE Minister of Artificial Intelligence, Omar bin Sultan Al Olama. The President proposed to deepen cooperation with the Mohamed bin Zayed University of Artificial Intelligence, launch special educational programs for students, and adopt a "roadmap" for training highly qualified specialists in this field. The Minister of Digital Technologies, Sherzod Shermatov, held a meeting with Lily Burns, Vice President for Global Partnerships at the Mohamed bin Zayed University of Artificial Intelligence (MBZUAI), a prestigious educational institution in the field of #AI in the UAE.   • Minister of Digital Technologies Discusses Digitalization and Telecommunications Cooperation with European Commissioner (European Commission) Minister of Digital Technologies Sherzod Shermatov held talks with European Union Commissioner for International Cooperation Jozef Sikela During the meeting, Josef Sikela praised Uzbekistan’s achievements across various sectors and acknowledged the role of ongoing digital initiatives in enhancing the population’s quality of life. Sherzod Shermatov, in turn, outlined the ministry’s priority areas, available opportunities, and future plans. Given Uzbekistan’s landlocked position, the rapid development of the #ICT sector was highlighted as a key factor in expanding IT service exports. Special attention was also given to strengthening ties with #European countries, considering the unique characteristics of the European market. Prospects for cooperation in the telecommunications sector were also discussed. In particular, both sides exchanged views on implementing a project to provide remote areas with internet access via an advanced satellite communication system.   • Uzbekistan Showcases IT Outsourcing Potential at Offshore Outsourcing Conference 2025 The Ministry of Digital Technologies of Uzbekistan and IT Park Uzbekistan hosted the international “Offshore Outsourcing Conference 2025”, bringing together over 280 participants from 250 companies. The event attracted representatives of leading international and domestic IT corporations, as well as industry experts, to explore opportunities for IT service exports from Uzbekistan and discuss strategies for building a sustainable global IT outsourcing ecosystem. The conference provided a platform for professional networking, knowledge exchange, and the establishment of new business partnerships. A key focus was promotingcollaboration with global IT leaders and identifying new partners and clients to enhance Uzbekistan’s presence in international markets. Participants were also introduced to Uzbekistan’s business-friendly environment for technology and outsourcing companies. The country offers several advantages, including: Skilled human resources: With a population exceeding 37 million, over 60% of whom are under 30, Uzbekistan boasts a young, well-educated human resources proficient in foreign languages and equipped with strong technical expertise. Government Support Programs: Several initiatives have been implemented to reduce risks and incentivize investment for both foreign and local companies: Zero Risk: Provides free office space in regional locations for 12 months and compensates up to 15% of salary costs for Uzbek employees. Local2Global: Supports Uzbek companies in expanding into international markets. IT-Visa: Grants foreign investors, company founders, and IT specialists a multiple-entry visa for up to three years, offering access to medical and educational services, as well as the ability to purchase real estate. These measures position Uzbekistan as an attractive destination for technology companies and international investors, promotingbusiness development and market expansion opportunities. Thanks to this vision, the IT sector is now a leading driver of high-paying employment for young professionals. Many talented individuals who once sought opportunities abroad are now returning to Uzbekistan to develop their own startups as IT Park residents,” the minister stated.
