Uzbekistan Adopts Presidential Decree on Youth Development Measures
✍🏻 The President of Uzbekistan has issued Decree No. PF-61 dated 26.03.2025, outlining measures to implement tasks set during his open dialogue with young people. The decree introduces tax incentives, financial support programs, and scholarships aimed at promoting youth development.
🔰 According to the Decree, the following tax benefits will be introduced, effective May 1, 2025 – Jan 1, 2031:
▪️ Residents of the creative park will be eligible for a 50% reduction in social tax and personal income tax rates.
▪️ Regardless of revenue from goods and services, residents will be classified as turnover taxpayers. They may opt for the standard taxation system at their discretion.
🔸 Young individuals who have not obtained a national or internationally recognized foreign language certificate at the C1 level or its equivalent within the past two years will be eligible for interest-free loans. The State Trust Fund for the Development of Youth Entrepreneurship, under the Youth Affairs Agency, will provide loans of up to 320 times the base calculation amount, repayable over three years with a six-month grace period. These loans will support establishing foreign language training centers in remote areas.
🔸 Starting in 2025, the “Bright Talent” project will be introduced as a new scholarship program under the “El-yurt Umidi” Foundation, enabling children from socially vulnerable families to study at top-100 universities worldwide.
🔸 Graduates returning from studying abroad under the “El-yurt Umidi” Foundation will be directly included in the national personnel reserve and employed by state bodies, organizations, and institutions without competition.
🔸 From June 1, 2025, specialists under 35 who have earned a PhD or an equivalent degree from a foreign university ranked in the top 100 by international rating organizations will be eligible for interest-free housing loans. Loans of up to 2,150 times the base calculation amount will be provided for a 10-year period, with the loan amount adjusted based on the region.
🔸 The current one-time cash prizes for winners of prestigious international science Olympiads will be increased fivefold.
✅ Beginning in the 2025/2026 academic year:
▪️ The “Supreme Commander-in-Chief” state scholarship will be introduced for outstanding cadets, students, and trainees of higher military educational institutions.
▪️ Engineering and invention Olympiads will be organized for students, and winning graduates will be granted admission to state universities in relevant fields on an additional state-funded scholarship, bypassing entrance exams.
▪️ As part of the budget allocated to the State Youth Policy Support Fund, grants of up to 100 million soums will be provided to develop national media content aimed at fostering youth interest in science, promoting educational and national values, and producing high-quality intellectual shows.
