    The Government of Vietnam is progressively advancing the PDPVIII roadmap which was first issued on 15th May 2023 and which was followed by the implementation plan in April 2024. PDPVIII details Vietnam's strategy to achieve an aggressive goal on energy security by 2030 and 2050, specifically targeting expansion of capacities in renewable energy sources with particular focus on offshore and onshore wind and solar. To meet these ambitious objectives, the Government has introduced significant legal and regulatory reforms. So far, these reforms include adjustments to electricity pricing mechanisms, updates to the Draft Electricity Law, and the establishment of new frameworks to encourage renewable energy investments. Designed to attract foreign investment and facilitate the development of the infrastructure necessary to achieve Vietnam's energy transition goals we will be highlighting some of the key elements in this Webinar. This is our fifth session of Frasers Law Company’s webinar series and we will discuss updates to PDPVIII that have taken place during the past year; how the developments inter-relate with other key pieces of legislation; and how these interactions broadly impact the energy and power generation sector in Vietnam.     According to PDPVIII, offshore wind is targeted to become the second-largest power source in Vietnam by 2050. In Vietnam, the sector is set for rapid expansion. However, the development of essential infrastructure, such as ports and grid connections, presents significant challenges. Despite these hurdles, there is considerable interest from both local and international investors in major offshore wind projects.     We are pleased to present this year's Frasers Power Generation Webinar Series. Along with legislative updates, we will also provide insights into the interplay among these pieces of legislation and their implications for the energy and other energy-intensive sectors. Over the past months, significant legislative developments have emerged in Vietnam's power generation sector. These include Decree 80/2024/ND-CP (Decree 80) relating to direct power purchase agreements (DPPA) applicable to renewable energy projects, Circular 07/2024/TT-BCT (Circular 07) defining methods for calculation of power generation tariffs and regulating certain model PPAs, implementation plans of the Power Development Plan 8 (PDP8), the draft amendment to the Electricity Law, as well as the Draft Decree on Rooftop Solar, and we can expect more to come. These efforts are all designed to enhance Vietnam’s energy security and grid stability while remaining fully aligned with Vietnam’s environmental goals and are also anticipated to further attract and foster investment in the country’s energy sector. As the power generation sector gains increased regulatory attention, it is essential for companies in the energy, industrial, and commercial sectors to fully appreciate the legal impact of these developments on current and future investments in Vietnam.
