The town emblem was adopted on Oct 1st 1965 by Notice No 73 but
there is no flag law.
The dark purple flag has a white town emblem in the center.
The town emblem is a stylized katakana アシAsho of Ashoro.
The spreaded wings symbolize the largest town in Japan
and the circle does the town peoples reconciliation.
They say they dont use a maroon flag but only dark purple flag.

The flag of the former village of Churui was green with mark. The village is
now, from 2006, part of the town of Makubetsu.

The town emblem was adopted in 1950 but there is no flag law. The dark blue
flag has a white and a yellow town emblem in the center. The town emblem is a
stylized kanji 広 Hiro of Hiroo in a triangle. The triangle symbolizes a scale
and a breakwater surrounded by three waves which represent the agriculture,the
fishery and the commerce. It represents the towns development and the town
peoples concord. The town general affairs section says they use only a dark
blue flag without towns name.

The town emblem is a stylized kanji 本別 Honbetsu.
The circle symbolizes the town peoples solidarity and reconciliation

The town emblem was adopted on Jun 3rd 1968 but there is no flag law.
The purple flag has a white town emblem in the center.
The town emblem is a stylized katakana イケ Ike of Ikeda.
The outer circle symbplizes Toshibetsu River, Tokachi River and a reconciliation
the inner circle does the town peoples solidarity, the wings do the towns progress
and the triangle does a transportation hub and the future development
of the industrial culture.
Ikeda Town general affairs section says they use only a purple flag at the town hall
building.

The town emblem and the flag were adopted on May 1st 1968 by Notice No 7.
The yellow flag has a green town emblem with a white fimbriation in the center.
The town emblem is a stylized kanji 上 Kami of Kamishihoro.
The upper part symbolizes strong wings flying in the sky and young leaves striking
in the ground and the lower circle does the town peoples reconciliation and solidarity.
The flag proportion is 2: 3.
The height of the emblem is 5/9 height of the flag.
Kamishihoro Town general affairs section says they dont use a white flag at the town
hall building.

57. The light blue flag has a green town emblem in
the center. The town emblem is a stylized M of Memuro.
>The star in the center symbolizes the Polestar shining for
eternity and the letter M does five basic concepts of the
town: a beautiful mind, a pleasant life, a passion for
work, a wisdom of the residents and a big dream. The flag

The green flag has a white and a red two color village emblem in the center.
The village emblem is a stylized kanji 中札内 Nakasatsunai.
The center cercle symbolizes an innocence and a warmth and
the outline does a bean as a main local product.
It represents a solidarity and a cooperation.

The city emblem was adopted on Oct 31st 1930 and the flag was adopted on
Sep 9th 1972.
The blue flag has a white city emblem in the center and a yellow border (not two horizontal lines)
The city emblem is a stylized kanji 北 Kita and katakana ロRo in a circle
which surround a stylized katakana オO in the center.
The blue color stands for Obihiros sky, the white color for a garden city in the snow
and the yellow color for Tokachi River, Satsunai River and Obihiro River.
The flag proportion is 2: 3.
The diameter of the emblem is 2/3 height of the flag.
The length of the yellow line is the same as that of the city emblem.

The green flag has a white town emblem in the center.
The town emblem is a stylized kanji 音 Oto of Otofuke in a form of a young leaf.
It represents an image of the town which advances rapidly and strongly to the future.
The green color stands for Tokachi Plain and the white color for snow and ice.
The flag law does not refer to the construction but only the symbolism of the colors.

The green flag has a white and a yellow two color village emblem in the center.
The village emblem is a stylized kanji 更別 Sarabetsu in a clover.
The triangle symbolizes a frontier spirit and the leaves do the development
of the dairy and the rice growing.
The green color stands for beautiful Sarobetsu Plain and peace, the white color
and the yellow color in the center for the unlimited richness.
The flag proportion is 2: 3.

The flag was adopted on 24 August 1970 by Notice No 15. The emblem was adopted 10 July 1949 and is a
stylized
stylized kanji Shika 鹿
Flag proportion: 2:3; height of stripe : green 3/10 representing the mountains and gentleness of the people;
white 4/10 representing snow and purity of the people; blue 3/10 representing Lake Shikaribetsu and noble people;
the diameter of red disc: 1/2 of height of white stripe representing the sun surrounded by brown antlers.

From the overview at the Shikaoi web site:
The name "Shikaoi" is based on the Ainu word "kuteku'ushi" (to chase after deers). In ancient times, deers were easily caught by driving them into nets which were placed in the ravines.
And the history page says:
Shikaoi's beginning can be treated back to 1902, when Mr.Yamada of Tokyo settled into what is now the main street of Shikaoi. By 1913 a train station opened up the flow of settlers from Honshu. Not long after this a post office, police station, and several small restaurants opened.
In 1920, the population of Shikaoi was 4,526 people (822 families). In April 1921 it became the Shikaoi village. Kasai Railway was laid in 1923 to aid the transporting of beets from the region. Also, general cargo and passenger transport were permitted in May 1925. A big role was played for industrial development of Shikaoi by the upgrading a network of roads and railway.
The population increased rapidly by the settlement of Self-Defense Force Stationing Grounds after the World War. (Population/ 10,448 people, 1,970 families in the 1960 census) The Shikaoi region and Shikaoi Town came together in 1959.
After a peak population (10,778 persons) in 1961 it decreased gradually by the influence of cold-weather damage to agriculture. But after 1993, it became stable with many efforts, including improved agriculture.

According to the flag law, the town flag does not have the towns name on it.
So the image with lighter blue shade and yellow horns with the name on it should
be replaced with Tomislavs image.
But please make sure the ratio of the horizontal green, white, blue stripes be
3:4:3.

Most of Japanese municipalities use their emblem in the municipal flag
however 13 municipalities don't use the emblem but specially designed charge in
the flag.
The town emblem was adopted on Apr 1st 1953. The town emblem is a kanji 鹿Shika
surrounded by potato flower representing the town people. The circle symbolizes
a concord.

The town emblem was adopted on May 10th 1937 by Regulations No 2
and the flag was adopted on Jun 18th 1968 by Notice No 16.
The blue flag has a white and a red two color town emblem in the center
surrounded by an ax, a hoe and a fork which represent the ancestors
virile frontier spirit.
The town emblem is composed of a stylizrd kanji 清 Shi in the center and
kanji 水 Mizu in a six pointed star.
The blue color stands for the sky and Mt. Hidaka, the white color for the
pure and rich home and the red color for the residents courage and passion.
The flag proportion is 2: 3.
The diameter of the emblem is 4.75/10 height of the flag.
