It appears that this isn't the "official" flag of Roanoke, but rather it is a
logo flag.

According to the photographs on the VACP website, the Roanoke Police Department changed its flag between the 2012 VACP conference and the 2014 conference.
The current flag of the Roanoke Police Department, as illustrated at photos.vachiefs.org/VACP-Conferences/2014-VACP-Annual-Conference/Opening-Ceremonies/, features the department's initials (RPD) in white block letters on a black field. The letters are bisected by a thin light blue line, likely representing the idea of the police as "the thin blue line" against
crime and chaos.

The former flag of the Roanoke Police Department, as illustrated at photos.vachiefs.org/VACP-Conferences/2012-VACP-Annual/2012-08-14-VACP-Awards-Banquet/i-sHhPJ4N, features the department's shoulder patch centered on a dark blue field. Above the patch in white letters is the word "ROANOKE," with the words "POLICE DEPARTMENT" below the patch in similar letters.
