IAS Training at LABASNA: The Lal Bahadur Shastri National Academy of Administration (LBSNAA) is the premier institution for training civil service officers in India, particularly those entering the Indian Administrative Service (IAS). IAS Training Period in LBSNAA

After clearing the UPSC exam, probationary IAS officers undergo a 2 year training programme at LBSNAA, which is divided in two different phases, such as foundation courses, professional training, district training, etc. Check the table below for the training structure of probationary officers at LBSNAA.

Foundation Course (15 Weeks) at LBSNAA

This course is for Officer Trainees of the All India Services, namely the Indian Administrative Service (IAS), the Indian Police Service (IPS), and the Indian Forests Service; the Indian Foreign Service, and different Central Services (Group-'A'). It takes place once a year, generally between September and December, and marks the beginning of training for UPSC-selected applicants. Since the officer trainees are fresh recruits, the emphasis is on familiarising them with political, economic, social, and administrative issues through a well defined syllabus. It provides them with the expertise, know-how, and mindset needed to carry out the duties of a public service officer. The Foundation Course is designed to serve the following objectives:

  1. Introduce officer trainees to the country's political, social, economic, and administrative environment.
  2. Generate awareness of the challenges and opportunities within the Civil service.
  3. Encourage the complete development of the officer trainees' moral, intellectual, physical, and creative skills.
  4. Foster greater coordination among the members of different Civil Services by building esprit de corps.

IAS Professional Course, Phase-I (22 weeks approximately)

Soon after completing the foundation course, IAS officer trainees progress to Phase-I training. This course provides intensive instruction to officer trainees in the Indian Administrative Service in a variety of areas, preparing them to manage the many responsibilities that they would face during their first 10 years of service. The emphasis is on understanding public systems and how they are managed. Starting in December, it runs until May of the following year and consists of academic teaching (12 weeks), a winter study tour (7 weeks), and one week of block leave.

At the end of the IAS Professional Course Phase I, an Officer Trainee is able to:

  1. Acquire a pan-India perspective of emerging socio-economic and politico-legal trends, an understanding of the emerging role of the IAS and its shared administrative responsibilities with other services.
  2. Acquire the knowledge and skills needed to discharge administrative responsibilities in the first decade of their career in the following areas:
  3. Law and legal instruments
  4. Administrative rules, procedures and programme guidelines
  5. Modern management tools, and
  6. Economic analysis
  7. Demonstrate proficiency in the regional language of the allotted State to better appreciate its administrative and cultural ethos.
  8. Acquire an understanding on the cultural and socio-economic background of the State they are allotted.
  9. Demonstrate effective written/ oral communication skills, both in interpersonal and organisational contexts.
  10. Exhibit the right values and attitudes.
  11. Maintain physical fitness.
  12. Adhere to the spirit of ‘Sheelam Param Bhushanam’.

District Training (52 Weeks)

Since its beginning in 1969, when the'sandwich pattern' was implemented, IAS Officer Trainees have been provided one-year district training in their respective State cadre. This phase combines 'Learning by Seeing' with 'Learning by Doing' as Officer Trainees manage independent charges at this time. The Officer Trainees seek to understand the following issues during their attachment with each department:.

  1. Organisational structure, roles and responsibilities.
  2. Basic understanding of Acts and Rules
  3. Office procedures, including understanding a file, methods of noting/ drafting, preparation of office orders, movement of files, etc.
  4. Budgeting and auditing for understanding the procedure and sequence of resource allocation, guidelines for expenditure, financial powers vested with officials and audit.
  5. System of programme implementation, monitoring and reports.
  6. Shortcomings or problems.

IAS Professional Course, Phase-II (6 Weeks approximately)

While theoretical concepts are imparted during the Foundation Course and Phase-I and ground level realities are studied during the district training, Phase-II is designed to share the experiences gathered across the country by the officer trainees upon returning to the academy. This course material is intended to help trainees integrate their district experiences and consolidate their learnings over the course of a year. It makes it possible for people to discuss their experiences with effective administrative procedures and to identify the advantages and disadvantages of our governance and administration. This helps individuals get ready for issues and circumstances they may encounter in their early professional years. Phase II sets itself the following objectives:

  1. To analyse individual and collective experiences of District Training through a process of structured reflection
  2. To understand the imperatives of working as field officer and to improve public service delivery
  3. To improve administrative, managerial and ICT skills along with practical application of laws at the district level.

The Assistant Secretary programme was launched in 2015, beginning with the 2013 batch, with the goal of allowing participants to observe, learn, and grasp the nuances of working in the Government of India. The new entrants' presentations to India's Prime Minister are the high point of this.

IAS Officer Training Salary

An IAS officer's salary throughout their training time at LBSNAA comprises a base stipend plus specific perks. IAS officials at LBSNAA are paid Rs 56100 a month for their training. But that doesn't include the mess or hostel expenses. A trainee's monthly stipend, after all fees and expenditures are subtracted, usually amounts to approximately Rs 40,000.
