Waterproof pens and inks exhibit little or no smearing or discoloration when exposed to water. Water-resistant pens and inks may smear or discolor when exposed to water but will remain legible under most circumstances. Water resistance can vary depending on the paper used and how long the ink has had to dry.

Well, it works, but I wouldn't buy it again. I intended to use this for brush
lettering, and while the ink quality is fantastic, it's not very good for
lettering. The tip is quite a bit frayed and soft, making it a challenge to work
with. The body quality and ink quality are amazing, I just wish the brush tip
itself was better.
Sakura Microns are one of my favourites and I own a lot of them in many sizes.
So always 5 stars for Microns! As for the colour, it's very pigmented but a bit
darker than I expected. I bought it to add a pop to the dates of my planner,
which are mostly stand-alone numbers, and once the page is filled out and more
busy, it's hard to distinguish them from black. On its own or in thick/blocky
concentrations, though, it's a pretty royal purple so that's now what I use it
for. So YMMV depending on your intended application.
Maybe I understood wrong, but everyone seems to think these pens are good for
journaling. I say they are only good for drawing/coloring because the tip is
very thick and writes boldly with a ton of ink. Not very good for writing.
