Therefore, if you develop your strategy correctly, you've already prioritized the investments based on impact to meeting strategic goals and resources (including budget) required.
Based on this prioritized list, you know which strategic initiatives to cut that will have the least amount of impact to meeting your overall strategy WHEN (not if) you have a "surprise" budget cut.
Just make sure that the list of priorities is well vetted for both the impact (revenue) and resources (cost) because you often do not have time to check everything when you need to give-up budget quickly.
