Underrepresented groups may not share your interests and priorities. If you decide you want to reach out to a certain population, such as recent immigrants or refugees, it takes time to form personal relationships and get to know the actual people involved. Research should not come to a community with concerns that a community does not share.

When you get the funding to embark upon a research project, you already know what the expected outcome that is expected. Unethical yes but being practiced is undeniably true.
