ADA has been going on for two decades already, & it is a good start for laying down baseline access requirements to serve the least able demographic (and therefore, be more inclusive) of the user population. ADA is not fool proof, nor should it be accepted as universal, hands down - but it is a start. Some regions have standards higher than ADA's (some KSA provisions for the built environment), for example. W/ due diligence, a consultant may discover relevant regional nuances, w/c come into play. For example, the perception spaces/social bubbles, & closely related to this, the perception of shy distances, vary per culture. So, there's room for tweaking universal access to be more inclusive to the specific needs of the region.
