Review of vendor’s previous work is great but so is extensive due diligence on your part as well. That due diligence should include engagement with the vendor’s clients on said work. The vendor should be willing to coordinate that due diligence and is NDA is brought up as an excuse, well can you say red flag!

Since everyone is going to hit on previous work, references, case studies, etc., I'm going to skip over those and go for the behavioral "tells" that stick out in these deals when vendors don't know the market. Have them apply your use case via a product demo and go deep, I'm talking obnoxiously deep. Have them explain your use case inside and out and how their solution not only solves your problem, but puts you in a better place for xyz. Act dumb about your use case and let the seller educate you even if you already know the answers. If someone is truly an industry solution, the sellers will catch the gaps you leave in your use cases. If they can't educate you on your market, the vendor doesn't know your market well enough.

One of the things which worked for me was to carve out a small project as a test and have a couple of finalists deliver the same product and scope. Measure of design, completeness, UI/UX, code quality, bug count, schedule adherence, tools and processes used etc can be used to pick the provider that can be relied upon to deliver a complex project on time on budget and as specified. SOW milestones are also important stage gates to ensure delivery reliability.
