From my experience, the more accurate the leverage point, the more the System will resist reacting to our proposed changes - Often, we go with the desirability bias of our cognitive System instead of finding the correct one. Another reason for not finding the right one is, when we need clarification about the 'purpose' of the overall System. (ie, What it is and how did we get here ?)
