This method works well for temps, contracts, bulk hiring or specific hiring campaign or projects. Depending on the industry and location it can work well.

All I would add is that often whichever method a supplier (or prospective supplier) chooses to base their commercial pricing on, they MUST be transparent and upfront. Would you visit a restaurant if you couldn't see the menu in advance and understand what options you have? I wouldn't. Often times I think this lack of transparency is driven either by a lack of awareness that your customer actually really wants to know how you charge or by a nervousness of what your competitors will find out (!) But why let a competitor dictate your ability to be open and transparent? Be different. Be transparent!
