Actually in some cases refuelling can take place during boarding as long as doors are guarded for evacuation and fire fighter vehicles are on standby next to the aircraft this can speed up the process of quick turnarounds and I have seen it done many times ...depending always on the airports safety regulations, a good coordination of all the teams involved in turnarounds can indeed make the difference and a checklist with your priorities ,knowledge of your safety procedures can do it for You as a professional in order to reach an efficient and quick turnaround!
