What is the difference between a disaster recovery plan and a business continuity plan?

Fundamentally, the BCP focusses on overall business resilience while the DRP focuses on the recovery of services and systems supporting the business processes. The BCP is owned by the business and focuses on critical aspects of the supply chain (external), the organization's value chain (internal, external, hybrid), and the customer and stakeholder ecosystems. When done correctly, it addresses all critical aspects of what can and will stop the business from operating. This can be a core component, a core vendor, a core customer, etc. The DRP is build on the risks and mitigation strategies identified in the BCP. While IT is responsible for maintaining the DRP for all IT services and systems, each department should create their own DRP, too.

DRP focuses on IT system recovery after disasters, while a BCP ensures overall business operations resilience. Ex: DRP restores servers after a cyberattack; BCP ensures staff can work remotely to maintain customer service.

A Disaster recovery Plan ( DRP ) is a tactical blueprint focused on the technical recovery of IT systems, whereas a business continuity plan (BCP) is strategic and broader, encompassing how the entire business operates during and after a disruption. It's crucial to recognize that while DRP is a component of BCP, the latter also addresses non-IT functions like personnel, facilities, and communication. Here's how I create a business continuity plan (BCP) and DRP: 1) Business Impact Analysis: Key processes (high risk/impact), key staff, internal and external dependencies identified 2) Business Continuity Plan: Based on the requirements, developed and documented plan including each department. 3) Test: Conduct Business Continuity Plan test annually. Utilize scenarios illustrating varying risk levels and severity. 4) Maintain the plan: Develop ownership and overall governance structures to support the plan. Develop annual cadence to keep the plan up to date. 5) Manage Risks: Review the risks to the company, develop plans to address.

Here are lessons learned from my DRP projects: 1) Collaborative companies can respond in BCP situations without having a BCP owner. However, Business Continuity Plans are at risk of atrophy.  Recommendation: Assign BCP Owner and/or ensure processes are in place to maintain plans. 2) BCP Key Processes are a valuable way for teams to understand the company's integrated business by sharing information across teams.  Recommendation: Establish a process to maintain Key Process information and overall BCP governance.   3) There are people who are the single point of knowledge and capability in the organization.  Recommendation: Succession planning and back-ups for key roles including Security, Product Development, Technology.

Although a Disaster Recovery Plan usually focuses on technology systems, it can also include other important areas. Some companies think about more than just IT in their DRP, or they might have other plans for things like buildings, machinery, and important staff who don't work in IT. These wider plans sometimes make it hard to tell the difference between a DRP and a Business Continuity Plan (BCP). Unlike a DRP, a BCP looks at the big picture to make sure every important part of the business can keep going, even when something bad happens.

Both a DRP and BCP are essential to an organization's risk management strategy, ensuring it can respond effectively to disasters and maintain critical operations under any circumstances.

I'm a big fan of the data driven approach but always bear it in mind that there's a set of risks, managed by both BCP and DR, that the data simply doesn't exist for: Supplier failure, service deterioration and concentration risk. There is increasing global regulatory focus on these risks and these risks will tests the very best of BCPs and DRPs. The frequency of these risks occurring are outside of your control, assume critical supplier failure by default and you'll be on the right track. Build control functions to reduce the impact, velocity, duration and costs of settlement should one of these risks hit.

DR Plan is a subset of BC Plan, focusing specifically on IT recovery. BC Plan addresses the continuity of the entire business operation, ensuring that critical functions remain available during and after a disaster.
