What do you do if your IT Strategy team is struggling to delegate in a matrix organizational structure?

RACI is your friend here. Once defined and communicated, it will reduce a lot of confusion, duplication and conflict. This works really well on a matrix or federated organisation.

A matrix organisational structure is not an excuse to have shared accountability lines. Any organisation where there aren't single, clear decision-makers (supported by multiple teams and points of view) is going to, at best, move incredibly slowly, or at worst, fail. Compounding this is when the organisation is attempting to drive a new strategy and the CEO hasn't made it crystal clear why the strategy is important to to the business, what success will mean for everybody, and what the expectation is on each person. At best, people will put in 'best efforts' around their normal day to day work and progress will be slow. At worst, it will fail.

In a US-India IT service organization operating in a matrix structure, decision-making might become convoluted due to differing cultural norms and communication styles between teams. This can lead to delays in delegating tasks effectively and hinder overall productivity. Once you understand the core issue, you can tackle it directly rather than just addressing symptoms. In a matrix organisation, delegation is challenging due to multiple line managers and conflicting priorities. Start by defining objectives, breaking them into clear initiatives, prioritising all initiatives with the buy-in and support of the executive, and negotiating resource allocation with relevant areas. Once the resources are allocated, following the steps highlighted becomes critical. I would categorise these as building a team post delegation.

I believe clarifying roles and expectations is fundamental for effective delegation within a matrix organizational structure. It fosters alignment, accountability, and clear communication, which are vital for achieving our IT strategy goals. By defining responsibilities and authority levels, we empower our team to make informed decisions and drive results collaboratively. This clarity also minimizes confusion and enhances efficiency in executing projects and initiatives.

Create a culture of open communication. Encourage team members to openly discuss concerns about delegation, workload, or potential roadblocks. This will resolve most of the issues. In a matrix structure, delegation might involve negotiation with team members who report to different managers. Be prepared to discuss the rationale behind the delegation and address any concerns they might have. Delegate tasks based on individual skills and experience, rather than solely on department affiliation. This ensures the right people are working on the right tasks. Recognize and appreciate the contributions of team members, regardless of their position or department affiliation. This makes a sense of shared purpose and encourages collaboration.

Team engagement and collaboration are important though it is a matrix structure. The team and stakeholders need to be aligned with the common goal. The team and stakeholders can build trust by improving skills, consistently helping each other, and having Empathy and most importantly very low self-orientation. Trust = (Credibility + Reliability + Intimacy)/Self Orientation

Team building, collaboration with the team, showing your interest in learning which is not your cup of tea, growing mindset… these are some of the key things which will help you to build a rapport with the team and team members.

Every member of the team is unique in their ability to do and understand things, their aspirations, and their needs. It is good to have conversations regularly by taking and providing regular feedback which helps to solve the problem at early stages and helps the team to align to achieve the business goals. The team and stakeholders need to be motivated and encouraged to contribute by appreciating their efforts.

It’s really important to understand the your current leadership style suits the business purpose. To begin with, understand the expectations, commitment from the business and stakeholders to see if it matches your style. If not, adjust your leadership style according to the situation, expectations, motivations etc… You can do this by having regular connect with the team and team members… more feedback will be the better outcome… 😊👍

It’s really important to delegate few of the responsibilities from you to the team… this will provide a greater opportunity to the team members to step up to the next level. At the same time, you will be able to step up and deliver more things. It’s not just roles and responsibilities but provide them the opportunities to make the decision as well. But it’s important for you to over see them to make sure things goes as expected.

Any matrix role within an organisation needs senior support to define the person's responsibility and authority. We are conditioned to think of authority in a hierarchy and too often allow our behaviour to be influenced by this: We do what the person above us says and ignore everything else. Whilst this might be the easiest way to avoid 'getting into trouble', which is almost certainly why we do it, this doesn't always deliver the right outcome for the organisation: Doing what your boss or your boss's boss tells you is sub-system optimisation. What an organisation needs to succeed is often different. Especially for Matrix roles, leaders need to make the purpose and authority of their people crystal clear to succeed.

I'd organize regular communication sessions to discuss progress, challenges, and roles. Alignment meetings would clarify expectations and responsibilities. Continuous feedback would address areas for improvement. Transparency would ensure everyone understands their duties through frequent reformulations. Expressing gratitude for contributions would boost morale. These steps would enhance delegation and drive the IT strategy forward.

In a matrix organizational structure, the key issue is usually centered around dual reporting lines and shared responsibilities. Clarify roles and responsibilities and ensure each team member is communicating often. They should have a regular cadence for checkpoints.

A clear definition of the team or individual's role, purpose and authority is essential.
