I view this as a two part consideration for sure, and quite possibly much larger. As an organization is in founding or survival mode, the founder(s) are living, breathing embodiments of the vision and values. Thus what may be proposed as the vision and value are superceded by the actions of the founder(s). Vision/values clarity really comes into focus as the business enters into the scramble to scale phase or early adolescent phase of the business. Once the founder(s) does not have an intimate relationship with their team members it is imperative to have the vision and values locked down with clarity. This will allow the next level leaders to continue to cultivate the vision and values into all levels of the organization.

It's important that each company would focus on the agendas that it values the most.
