What steps should you take to evaluate a program's success?

Starting with an expected outcome statement is critical to ensure alignment across the team and communicate the ruler by which success will be evaluated. In my experience, the most effective way to start is with the business requirements. The more detail the better. A business requirement should consider what needs to be achieved, a brief nod to why it's important, and an assessment of how important (priority) that requirement is to the overall picture.

The first necessary step is to take a step back. What does the organization need from the program? What do the customers need from the program? Use those answers as yardsticks to inform your approach...not what you want necessarily. Your team will see right through that.

Start by defining the program Vision: ‘the artists impression of the desired future state’. Everything else flows from this. The purpose of the program is to deliver the organisational change alluded to in the Vision. The Vision is also a key stakeholder engagement tool: ‘engage the heart as well as the head’. Find leading metrics that would predict the program's success - Some examples of leading metrics would be response time, product cost, performance parameters, failure rates during the testing, and typical program performance metrics like Cost, schedule, burndown rate, open issues, and scope. Lagging metrics would be the business outcomes. Incremental Revenue, Increase in EBITDA, customer ratings, and increase in market share generated from the program outcome. Organizational process assets and culture determine the methods and tools that can be deployed.

In this regard, we need to foster a logical framework comprising project Objectives, Intervention logic, Objectively verifiable indicators of achievement, Sources and means of verification. 2)Design surveys with a right questionnaire. 3)Collect responses and set up a right database to see the progress of the activities designed in the activity plan of the project to report results for evaluation soliciting inputs from respected stakeholders. 4) Attain deeper insights for further value addition and make appropriate changes as required. It is highly recommended to make evidence-based decisions for better outcomes and impact.

Are we reaching our milestones, are quality checks successful, do we have consistent alignment across teams, does early user feedback indicate we're going in the right direction, etc. These are all things that will influence the outcomes. Outcomes tend to be lagging indicators. They indicate impact and "moving the needle" on some metric that is important to the business. Ultimately, this is what a program is measured against for success. The better you can marry outputs to outcomes, the better program execution will be.

Of course, we can speculate of the success factors for the program manager which is wider than just delivering programs, but for a program itself it is pretty obvious, in my personal opinion.
