There are a number of ways to make a code review more balanced which is to introduce standards. Standards, in any form, be it written, stylecop, SonarQube or something different takes away the opinion's of others because its an agreed standard. Rulesets exist for this reason and can be used. If something is not bound by a rule and a challenge is made, this is where discussions start and standards are set. However, just because a rule is or is not in place doesnt mean its right or wrong, but means that can be sent for discussion with a wider Technical Design Authority.
