In my experience defining goals is obviously the starting point, what matters most is how you break your long term goals in to parts so that you can track using dashboards and make adjustments where ever necessary. Monitoring the progress of the set goals with pre defined metrics is a must.

1. It might only seem they conflict, when in fact they do aligm with the long term strategy, due to the superficial understanding of those goals. In this case. 2. They might actually go against the long term strategy, because different parts of the organization are pulling in different directions because of unaligned, even conflicting incentives. In case 1, emphasis needs to be on communicating how the short and long term fit together. That is not trivial to do. The bigger the org, the harder it is. In case 2, incentives need to be aligned. Not discussing incentives and motivations usually bites back in the long term, which makes it more expensive for an org.

One needs to understand the what is happening in the environment internally and externally before working on short term and long term goals which aligns to the overall strategy. The tactics or actions identified will need to be flexible when changes happens along the way. We cannot be rigid and need to have the ability to adjust or tweak along the way. We can apply SWOT or VUCA and do this exercise from time to time to keep ourselves on our toes. This helps you to be more alert and be flexible to take pro active measure to make amendments on your short term goals while staying on course with your long-term strategy.

Keeping the team in the loop and effectively communicating how their current work influences their long-term goals is the best way to ensure that short-term wins build strong foundations for long-term strategy execution.

What I would rather integrate is my short term and long term goals. I will make sure the goal is defined first. Then that goal has to be broken down into years, months and weeks. They all will take you to the same goal but step by step and small wins. You just have to be sure that the short terms goals are aligned with the long term. Don't just watch the trees, get hold of the forest.
