If you do not already have a way for people to share their concerns directly with leaders—which should always be in place, not just during challenging times—that would be the first thing I’d recommend. Introducing an informal open-door policy, even if limited to certain times of the day, gives employees a platform outside of formal channels or town halls to communicate their thoughts and concerns, ensuring they feel heard and valued. Establishing a peer mentoring program would provide another way your team could support one another, which will also help in building a stronger, more resilient culture. Both options can help maintain stability and morale when the going gets tough.

I believe you need to be clear around what the decision is, why that decision has been reached, alternatives considered. You need to provide bespoke messaging for groups of impacted colleagues by leaders so they're clear on what the changes mean for them, next steps and they feel they have the support of leaders who aren't shying away from supporting colleagues through change. There needs to be ongoing communication rather than communication to announce the decision and then leaving people feeling unsupported and alone through change. You need to give colleagues an opportunity to have a voice via two way communication. It may result in difficult discussions but will enable colleagues to feel valued and heard.
