Start with detailed discussions with clients to understand their primary needs, expectations, and priorities. Communicate what can and cannot be achieved within the budget. Be transparent about limitations and the potential impact on the outcomes. Prioritize deliverables, focusing on delivering the most critical parts of the project that will have the highest impact on client satisfaction. Deliver work in phases, and if budget constraints force tough decisions, involve the client in the decision-making process. Regular ongoing communications and document everything, especially decisions, channels, and agreements! Even with budget constraints, you can still deliver outcomes that meet or exceed client expectations.

I'd further emphasize the critical importance of seeing and treating your client/donor as a partner whenever possible by providing updates and engaging them in discussion and insights more frequently than required. This will facilitate more natural management of expectations and maximize co-learning from the project. This will, in turn, almost always make any difficult resourcing or prioritization decisions more palatable and supported by the client or donor.

I have experienced that having an organized and easily accessible documentation repository is useful to maintaining programs/project work. For example, contracts and agreements that outline the budget, scope, deliverables, and timelines should be stored for the team to access when needed as well as formal change requests for handling modifications to scope of work.
